Bryan Moran, 725 East Angela, felt Neal Street should be a through street. He said the <br /> traffic problem is when the Church lets out on Sunday. He asked if the fee would be a one time <br /> fee or an assessment. He would not mind paying a one time fee. <br /> <br /> Ms. Ayala said it is proposed as a one time fee. <br /> <br /> Mr. Moran felt it was a mistake that the traffic burden was on East Angela so he felt he <br /> should not have to pay to correct the problem. But he would pay if he needed to. <br /> <br /> Carole Varela, 3858 Mohr Avenue, felt this issue should not have been discussed on an <br /> election night. She felt the poor design of the streets have created the traffic problem. She <br /> pointed out that the recommendation by Ms. Noyes is not what the neighborhood wants. She <br /> talked about the signatures collected and the Ponderosa referendum. The survey asked the <br /> residents if they wanted to pay for the whole program; pay for part of it; have the city pay for <br /> it or have the developers pay for the program. She said there is no developer. Many residents <br /> petitioner to get the stops signs at Mohr/Kamp. She said originally Mohr Avenue was designed <br /> to take 15,000 cars. But the design was changed making the street narrower. She was not <br />· objecting to the program. She agreed that Kamp Drive has a problem. She said there is also <br /> a traffic problem at the comer of Mohr and Kamp Drive. She asked if Rheem Drive, the west <br /> portion, heading towards Stoneridge Drive had been looked at. She felt Council needed to listen <br /> to the residents. <br /> <br /> Ms. Ayala asked if she would be willing to financially support the program. <br /> <br /> Ms. Varela said no. <br /> <br /> Pamela Alpert, 1847 Harms Drive, supported traffic calming devices. She asked if the <br /> demonstration projects would be 100% funded by the City and would the demo~mtration projects <br /> include three traffic circles and the landscape medians next to Orloff Park on Kolln. <br /> <br /> Ms. Ayala said yes and the proposal is that the City would pay for the whole <br /> demonstration program. She said a survey would be sent and 67 % of the neighbors around the <br /> traffic calming devices would have to approve. <br /> <br /> Ms. Alpert thought the City should pay for the initial demonstration program, but in the <br /> future only residents who lived within 500 feet would be expected to pay 10% of the cost. She <br /> talked about the need for pedestrian safety going to and from the neighborhood park. She also <br /> had a concern with needing support of 2/3 of the residents. She felt decision making should be <br /> made through the public hearing process. Petitions, surveys, and informational cards are <br /> wonderful tools but the decision making should be left up to the City Council. She said she <br /> would be willing to financially support traffic devices but the costs should be spread out over <br /> the whole neighborhood.
