People just want to get through. He felt the solution is to have more roads. He said when he
moved into his neighborhood he did not need traffic calming devices. He did not want to pay
for something that he should have gotten in the first place. He felt the developers should help
pay for the devices or provide additional roads because their developments add to the problem.
He asked that the time be increased on the traffic light at Valley Avenue and Kolln. He also
wanted more enforcement of the noise ordinance.

Ms. Dennis understood that the developers would be asked to pay for traffic calming
devices when their traffic would impact a neighborhood. She said the developers do pay their
fair share for roads.

Ms. Michelotti said the NPID funds were used tbr the interchanges in the Hacienda
Business Park. She said it is hard to anticipate that traffic calming devices would be needed on
-a particular street.

Jim Duncan, 617 Angela Street, felt staff has come up with some good recommendations.
According to the Fire Chief, Mirador Drive is going to be dedicated as a fire response route,
which would involve the removal of the barrier and turn restrictions. He asked if this could be
implemented at the same time the traffic calming devices are installed. He felt it would help
alleviate some of the problems. He also felt a "No Parking" sign from the comer of Abbey to
the School District office on First Street would help move the traffic wanting to rum onto
Second and Third Streets.

Mike Vickers, 500 East Angela Street, thanked Pat Noyes for her hard work. He read
that the police were only going to increase enforcement on East Angela for one month. He/~lt
the time should be longer, perhaps one to two times a week. He would like to see traffic
enforced during the weekdays from 5:30 a.m. to 8:00 a.m. and in the evening from 4:00 p.m.
to 7:00 p.m. He agreed with the previous speakers regarding the police. He has not seen a lot
of police in his neighborhood. He asked if perhaps money from the developers could be set
aside to address future traffic calming issues.

Mayor Tarver said an analysis regarding a traffic impact fee is going to be done at a later
date.

Suzanne Clayton, 3817 Newton Way, indicated that there is overwhelming support from
both neighborhoods for this proposal.

Ms. Ayala asked if there were financial support.

Ms. Clayton said she couldn't speak for the neighborhoods but she would be willing to
pay for something rather than have nothing.

Pleasanton City Council 14 6/2/98
Minutes
