Ms. Noyes said yes.

Mr. Lum said there is no intent to go to the residents and ask them to fund the
Mohr/Martin demonstration project. The residents would be surveyed for funding future
projects.

Ms. Michelotti asked if the demonstration project could be phased so that the
implementation could be done on a limited basis? She wanted the residents to see the effect of
the devices before a considerable money is spent on the whole program.

Ms. Noyes said part of what makes the devices work is the visual effect. A scaled back
version is a less expensive approach but would still give the residents a full visual effect to
appreciate what the devices can do.

Ms. Michelotti asked if the plan is implemented the way it is proposed, could there be
additional enhancements added, if it was desired?

Mr. vanGelder said the program is proposed to implement things on a small scale that
would appeal to the neighborhoods. If there is strong neighborhood support, then the full
program would be implemented. He hoped during the demonstration mode Council would elect
to leave room for changes. But once the program is implemented it would be better to leave it
alone so the community can adjust to the devices.

Ms. Ayala asked if it would make sense to ask for financial support, even though this is
a pilot program, because the residents would have to pay for the future programs.

Mr. h~m said the question was asked and the response was negative.

Mr. Pico said part of the reason for having a demonstration program is that this is
relatively new. Once the residents see how it works, they might feel differently.

Ms. Ayala asked why the demonstration neighborhood was not implementing level 1 first.

Mr. vanGelder said all the normal steps for level 1 had been implemented for the
demonstration area.

Ms. Michelotti said the people who happen to be in the neighborhood, but may be outside
the immediate area, should have some way of voicing their opinions.

Mr. vanGelder said he heard from several residents: one who felt the speed limit on
Mohr should be raised to 35 mph; others commented that they thought they would have to
finance the program 100%; and others who supported the program.

Pleasanton City Council 12 6/2/98
Minutes
