it is currently and not allow these business to be a walk-in type of business but a destination
only.

Ms. Michelotti wanted to know if there was any area in Pleasanton that would be
acceptable for this type of business.

Ms. Fredricksen said her personal preference was none at all. She did not want the
business located in any place where young people can go freely. Her recommendation is an
office building where people have to specifically drive to. She did not want it around schools,
the downtown area or Stoneridge Mall. She did not want to expose the young people to a type
of business that is labeled on national television for adults only. She had some concerns with
the legitimacy of this type of business. Who licenses these businesses?

Pete Williams, 1515 Colorado Boulevard, Los Angeles, said he has been running a
psychic business for almost ten years in southern California. He wished to move that business
to Pleasanton. Earlier this year he applied for a business license. His attorney received a letter
that his license was approved. When he went to move his business he was dismayed to learn
that he had to wait for a last minute meeting. Upon completion of that meeting he was told a
moratorium had been placed on obtaining permits for extrasensory consulting businesses. In the
meantime he is paying rent for an office which he cannot use. This experience has been
mentally and financially draining. He has received numerous threatening telephone calls and has
been called the psychic mafia. He believes that every individual is free to live his or her life
as he or she sees fit. At the Planning Commission meeting the majority of speakers stated their
concern was for the young people. He has no objection to restricting anyone under the age of
eighteen from his business. He will never intentionally solicit minors now or in the future. He
objected to having his business classified in the same category as prostitution and adult book
stores. His business is reputable and would not devalue the surrounding properties. Psychics
have helped many different people from all walks of life. Psychics have helped police
departments throughout the United States, including the Federal Bureau of Investigation. He
supported the concept of being fingerprinted, licensed, etc. No one should ever be put through
the stress or aggravation as he has. There are psychics in every surrounding area of Pleasanton.
He believed that psychics are an asset world wide. He asked if this ordinance is approved this
evening what would be the time frame as to when he could get his license.

Ms. Seto said if this ordinance is approved this evening, there would need to be a second
reading of the ordinance and the ordinance would need to be published. It is effective thirty
days after adoption. After that the permitting process could start.

Ms. Michelotti asked if he were pursuing the same location.

Mr. Williams said no.

Pleasanton City Council 24 12/01/98
Minutes
