AYES: Councilmembers - Ayala, Dennis, Micheloui, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Tarver hoped the Commission and the community would tell the Council how to <br />best implement this program, without hesitation in regards to money. He said staff does a <br />marvelous job juggling everything but he did not want this program to get lost in the shuffle. <br />He wanted to ensure there was enough staff and money to implement this program. <br /> <br /> Ms. Ayala thanked the Civic Arts Commission for its effort and urged it to keep up the <br />good work. <br /> <br />Item 6c <br />RZ-98-06, City of Pleasanton <br />Zoning ordinance amendments concerning extrasensory consulting (e.g. psvchics and <br />fortunetellers} and Police Department permit requirements. (SR98:337) <br /> <br /> Larissa Seto presented the staff report. <br /> <br /> Ms. Dennis said there are a number of business in the City such as gun dealers, massage <br />parlors, cab companies that require permits. Are any of these type of businesses allowed to <br />operate on the first floor in commercial areas in the downtown area. <br /> <br /> Ms. Seto said massage businesses are allowed on a small scale to operate in a commercial <br />area. The ordinance tonight requires any person who wants to conduct a massage type of <br />business to go through a permitting process through the Police Department. <br /> <br /> Ms. Dennis asked staff to explain why the City can restrict the locations of adult book <br />stores. <br /> <br /> Ms. Seto said there are a number of studies that have been done that show adult <br />businesses have proven negative secondary impacts that involve crime, drugs, prostitution, <br />alcoholism or public drunkenness. Based on these studies the City can place additional <br />restrictions on adult businesses such as requiring them to be certain distance from schools, <br />churches, and residential neighborhoods. She contacted a number of other cities regarding <br />psychics or fortunetellers operating a business. The cities did not report having any trouble with <br />these businesses. <br /> <br /> Ms. Dennis said a citizen told her that when you call the TV psychics it is billed as adult <br />entertainment. <br /> <br />Pleasanton City Council 18 12/01/98 <br />Minutes <br /> <br /> <br />
