Item 6b Review and adopt the proposed Cultural Plan. (SR98:329) Jim Wolfe said this report was a cumulative effort of focus meetings and public hearings. It outlines a number of plans and concepts for the cultural needs of the community. Andy Jorgensen presented the staff report. Mayor Tarver asked if this is an additional program. Mr. Jorgensen said the plan sets a standard showing the community that arts are important. With this program there will be more opportunities for the young people to perform. The plan calls for more cooperation between the City and the School District working on existing programs, adding new programs, and long term goals. Mayor Tarver said in effect what is being proposed in the plan does not talk about augmenting staff in any way or adding to the budget for staff. Mr. Jorgensen said that is correct. Joan Tenbrink, Chairperson for Civic Arts, introduced other members of the Civic Arts Commission. She said the Commission has worked hard on this plan. She sees this plan as a drawing as to where the City wants to go with the Civic Arts program. Ms. Michelotti asked if the Commission has looked into obtaining grants or working with the community to raise money. Ms. Tenbrink said yes. She said the Commission is trying to get a list from the community as to what is important. Ms. Michelotti asked if the Commission was working in conjunction with the Lions Club. Ms. Tenbrink said not presently. The Commission is looking at doing more with different groups such as the Historical Society. Mayor Tarver felt this was a great undertaking. He asked staff if it felt the resources available for the first year were sufficient. Ms. Tenbrink did wish for more money, but felt the program was doing fine with the resources available at present.
