Ms. Michelotti said the infrastructure controls the density in this project. The question <br />is what has to be built in order to access this project from Foothill Road. She said Council has <br />the discretion to require an amenity or bonus during the process. The developers have worked <br />with the property owners to try and address their concerns. She believed the amenity should be <br />in the area directly surrounding the project. That is why she felt the Alviso Adobe was a good <br />choice. She said there was an attempt to buy some property in the ridge area as a possible <br />amenity, but that did not work out. Regarding the overcrowding of schools, the State requires <br />the schools to be 75 % overcrowded before the School District can get funding for new schools. <br />She is committed to cooperating with the School District to do everything the City can. <br /> <br /> It was moved by Mayor Tarver, and seconded by Mr. Pico, to deny the application. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Pico and Mayor Tarver. <br />NOES: Councilmembers - Ayala, Dennis, and Michelotti. <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Michelotti, to adopt Resolution <br />No. 98-158, approving a Negative declaration for the application of the DeSilva Group for <br />rezoning as filed under Case PUD-96-14. <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti. <br />NOES: Councilmember Pico and Mayor Tarver. <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Dennis was uncomfortable with a few things being discussed. Before her children <br />started school, she looked at schools from Walnut Creek to Fremont and felt Pleasanton schools <br />were the best. She choose Pleasanton schools based on interviews she had with teachers, the <br />facilities and the impact of growth. She had a difficulty with people saying there is a crisis in <br />the schools when people are still coming here and Pleasanton is one of the least impacted <br />communities by growth in the schools. She did agree the City needed to be mindful of how it <br />timed things to minimize the impact of development on the schools. One of the reasons there <br />is not a school site on the San Francisco site is that the School District listened to the City's <br />request. She felt it was misplaced to say that this particular project would solve all of the <br />problems with the schools. The De Silva project is an infill project and it is appropriately <br />designed. She felt the City was going to hear very soon from the West Las Positas Interchange <br />Committee. She indicated a preference for Option Number 3.
