He asked Council <br /> to help make this project work for the neighbors. <br /> <br /> Christopher Schlies, 3972 Fernwood Way, felt the developer had done a fairly good job, <br /> except for the density. He asked Council to reconsider the density. The key issue he had is <br /> with the Castleridge property. He felt this property would be a good amenity. He asked <br /> Council to leave the door open that if this property were to come back on the market the City <br /> would purchase it as part of its park system. He felt if this project is approved the City was <br /> putting the cart before the horse. The City does not have a comprehensive policy or ordinance <br /> on amenities in exchange for higher density. Is it wise to create a precedent before a policy is <br /> created? He believed the City should wait until a policy is in place before approving the project. <br /> He would like to see in the project a neighborhood center with a pool where people can gather <br /> to relax. On another note, he asked if the Council would adopt a policy not to hold meetings <br /> on election night. <br /> <br /> MS. Michelotti understood there were negotiations on Castleridge currently. <br /> <br /> Mr. Schlies said there is a contract but the property might fall out of escrow. <br /> <br /> Ms. Michelotti asked what the proposed buyer is anticipating for the property? <br /> <br /> Mr. Schlies did not know. <br /> <br /> Ms. Michelotti asked what elevation the property was'? <br /> <br /> Mr. Schlies said there is approximately 35 acres below the 670 line. It is appraised for <br />seven units, but the property has geologic and landslide proble~ns making if very difficult to <br />develop. It is a piece of property that should be a park. <br /> <br /> Leland Anderson, 3815 Northwood Court, said he is able to see the orchard from his <br />back yard. He said the fence would help with the privacy. He was concerned with the traffic <br />going south on Muirwood. Eastwood Drive has the only stop sign between West Las Positas <br />and Muirwood Park. He asked if there could be at least two more stop signs installed on <br />Foothill Road. <br /> <br /> Mr. Summers said in regards to the house Mr. Strahl was talking about, the house sits <br />with its face towards the cul--de-sac and the majority of the yard sits on the side of the house. <br />The issue can be addressed by making the side yard setback a minimum of fifty feet. He said <br />the Castleridge property has not been on the market and it is still not on the market. If the <br />property were to go on the market the City could use the $1 million amenity fee to purchase the <br />property. In regards to the visibility issue on Lot #37, the house will sit back 143 feet from the <br />side yard property line. He indicated that 80 feet could be open space. This proposal allows <br />the ridge to be seen.
