that the Sierra Club should file a letter of intent in the newspaper and then prepare petitions, <br />which the Sierra Club will do post haste. But it is still unclear if the initiative will be presented <br />to the entire County or to just the residents of Zone 7. She asked for the City's assistance and <br />support if it becomes necessary to secure a judicial determination as to who will vote on the <br />initiative. <br /> <br /> Debra Barker, 5018 Blackbird Way, asked if Council would consider putting a voter <br />controlled annual growth rate at 350 per year on the March ballot. She felt it was an important <br />measure. She said there is not enough schools to house the existing students. This measure <br />would help the City catch up with its backlog at the current growth rate. On another note, she <br />asked if the construction schedule for the new middle school could ensure its opening by the year <br />2000. She understood the City was considering doing a survey and asked if the questions could <br />be put on the ballot therefore saving the money that would be spent on the survey. If not, she <br />suggested putting the questions for the survey on the water bills. Finally, she was concerned <br />with the answers Councilmembers Dennis and Michelotti gave regarding reverse osmosis at a <br />candidates' forum. She felt Councilmembers Dennis and Michelotti believed it was just a matter <br />of educating the public and then they would accept the procedure. She said she would never <br />accept the injection of sewage into the groundwater and hoped that others would also commit <br />to their beliefs. <br /> <br /> Ms. Ayala asked if she had read the School Impact Fee report. <br /> <br /> Ms. Barker said she participates on the School Board Strategic Team and had read the <br />report. The report originally indicated the middle school was to be built in 1998. <br /> <br /> Ms. Ayala asked if she was familiar with the demographics report. <br /> <br /> Ms. Barker said yes. <br /> <br /> Ms. Ayala asked if she was aware of the upcoming joint meeting. <br /> <br /> Ms. Barker said yes. <br /> <br /> Ms. Michelotti invited the public to watch Channel 30 to listen to Councilmember <br />Dennis' and her answers at the candidates' forum regarding the reverse osmosis project. She <br />indicated that Ms. Barker was incorrect in her statement. <br /> <br /> Ms. Barker asked if she was firm in her belief about using RO water. She wanted to <br />know if her elected officials were going to protect her water supply. <br /> <br /> Ms. Michelotti said she was not here to debate Ms. Barker.
