He said no one seems to be <br />parking on West Angela and the fence is half built. <br /> <br /> Donna Cabanne, 4086 Loch Lomand, Livermore, said the Tri-Valley Sierra Club has <br />filed an initiative to get a vote from the public indicating whether or not they want Zone 7 <br />supplying water outside its jurisdiction. She said there has been numerous road blocks, one of <br />which is that the initiative should be voted on in the whole County rather than locally. She was <br />before the Council asking for its support and for assistance from the City Attorney's office. <br /> <br /> Kris Kumaran, 6450 Calle Esperanza, said a common thread of concern among most <br />residents is the congested traffic around schools during start and release times. He requested <br />the Council to work with the School Board in an attempt to provide school buses again. <br /> <br /> Ms. Ayala indicated a joint School Board/City Council meeting is to be held Thursday, <br />October 22, 1998 at 7:00 p.m. <br /> <br /> Ms. Michelotti said the school bus issue has been discussed with the School Board. A <br />van pool pilot program has been initiated in Laguna Oaks. A project at Mohr Avenue School <br />was a huge success. She said the City is working on differentalternatives. <br /> <br /> Mr. Kumaran remembered when the school buses used to run and felt it would be a good <br />way to reduce some of the traffic congestion. <br /> <br /> Ms. Ayala suggested that he gather the background information as to why the school <br />buses were discontinued. <br /> <br /> Mr. Kumaran knew the background but felt it was worth considering again. <br /> <br /> Ms. Ayala said the School Board would be the lead in such a project. <br /> <br /> Mr. Kumaran understood, but he was asking for Council's support and assistance. <br /> <br /> Mr. Pico said Council would be considering later that evening allocating $7.5 million of <br />General Fund monies to the E1 Charro interchange. He said Council might be interested in <br />opinions from the community regarding other uses for the money, school buses being one of the <br />uses. <br /> <br /> Paulette Salisbury, 6170 Corte Francas, said the Sierra Club initiative has been filed with <br />the County requiring Zone 7 to provide a binding vote of the residents of Zone 7 if Zone 7 <br />proposes to service customers outside the district boundaries.
