Ms. Michelotti said the community has changed. Her concern is whether businesses will <br />continue to come to Pleasanton if this fee is imposed. She believed that Pleasanton is a desirable <br />place. <br /> <br /> Mayor Tarver said if the City had the same problems as Silicon Valley, this fee may <br />make it difficult for businesses to come to Pleasanton. <br /> <br /> Ms. Dennis said the businesses are not so much concerned with the fee itself but rather <br />what is done with the monies. Building infrastructure provides an opportunity for growth. <br />Council needs to think about how the plan is executed to provide the infrastructure that is needed <br />to maintain the environment which attracts the businesses. The adoption of the fee is a big <br />commitment to provide value for the investment and will continue to bring economic vitality to <br />the City. Is the City committed to use the fees to provide the infrastructure that businesses need <br />in order to grow? <br /> <br /> Ms. Michelotti said her concern is the small business that wanted to expand may not have <br />the opportunity and is this fee going to be the reason. <br /> <br /> Mr. Pico said a number of companies have already committed to building or relocating <br />in Pleasanton, knowing about the fees. He felt there was not a lack of companies wanting to <br />be in Pleasanton. <br /> <br /> Ms. Michelotti realized AB1600 was the driving force and if a fee is not put in place then <br />the ability to provide the infrastructure may be lost. She just wanted to hear Council's <br />perspective. <br /> <br /> Mayor Tarver felt the dialog she was looking for needed to be discussed in a workshop <br />setting. <br /> <br /> Ms. Ayala asked if Mr. Pico would consider the motion without the additional fees. <br /> <br /> Mr. Pico said he would change the motion to reflect staff's recommendation. <br /> <br /> Mayor Tarver said there is a need for affordable housing, there are jobs that need <br />workers, and the traffic congestion needs to be reduced. The commercial and industrial offices <br />have created the demand for workers that need homes and this creates a nexus. He has a <br />concern about the fees trying to catch up. He would like the infrastructure in place before <br />buildout. He said money needed to be found for affordable housing. <br /> <br /> Ms. Dennis asked if the money was used and exceeded the goal would this be a problem. <br /> <br /> Mayor Tarver said this would not happen. <br /> <br />Pleasanton City Council 22 10/20/98 <br />Minutes <br /> <br /> <br />
