Mayor Tarver suggested resolving the issue quickly. He did not want to issue permits <br />under protest. <br /> <br /> Mr. Roush said the matter should be resolved within a short period of time. If it is <br />determined that the fees cannot be imposed because of the development agreement, the square <br />footage that is exempt would have to be taken out of the fee evaluation and then the fees would <br />have to be spread over the remaining square footage. <br /> <br /> Mayor Tarver asked how long he felt it would take for this issue to be resolved. <br /> <br /> Mr. Roush said approximately one year. <br /> <br /> Ms. Michelotti asked if staff agreed with the figures Mr. Nostrand gave. <br /> <br /> Ms. Acosta could not answer regarding the figure for Mr. Nostrand to expand. In <br />regards to the retail center, the figures might be correct. But staff is not expecting any new <br />retail centers to be built. She said staff will work with Mr. Nostrand regarding his issue. <br /> <br /> There being no other public speakers, the public hearing was closed. <br /> <br /> Mr. Pico made a motion to adopt staff recommendation regarding the development impact <br />fees, with the modification that the lower income housing fee for commercial/industrial be <br />adjusted from $.47 to $.64. <br /> <br /> Ms. Michelotti wanted more time for discussion among the Council. <br /> <br /> Ms. Ayala shared the Chamber of Commerce's concern. She did not want small <br />businesses to leave the City of Pleasanton, although compared to other cities in the Valley, our <br />fees are still lower. She did feel the affordable housing fee needed to be increased. <br /> <br /> Mayor Tarver was in favor of approving the development impact fees because he saw it <br />as a living document that would continue to be refined and changed. He shared the concern that <br />businesses could be forced to move somewhere else, but was equally concerned that we preserve <br />the community that the residents have come to know. He felt staff had done a remarkable job <br />in trying to balance the responses from everyone. He felt discussions will continue on the fees. <br /> <br /> Ms. Michelotti asked when this discussion would take place. She was concerned that <br />some business will go somewhere else, but compared to Silicon Valley the City is still attractive. <br /> <br /> Mayor Tarver said it will be an on-going process. <br /> <br />Pleasanton City Council 21 10/20/98 <br />Minutes <br /> <br /> <br />
