<br />Mayor Tarver said staff is a little reluctant to tell residents it may be one figure, then <br />raise it later. Staff does not want to state the exact figures until it has more information. The <br />option is the residents can connect or not connect. The people have to make a decision as to <br />whether they want to participate in the sewer and water processes. The City has proposed many <br />different kinds of financing. The City needs to know what kind of infrastructure it needs to <br />build for the project. The people that choose not to participate could potentially not have the <br />resources to hook into the system. This will create a problem for the City. What happens to <br />a property owner if the well becomes contaminated and there is no choice, yet the infrastructure <br />has been undersized. <br /> <br />Mr. Temple said with the statistics presented by staff, right now everyone will probably <br />be hooked up within ten years. He said the people are interested as long as it is being <br />reasonably calculated for them. To date the reports do not show this. <br /> <br />Ms. Michelotti felt the City is going out of its way to make sure that the amount is <br />reasonable and the residents are not paying more than they should. <br /> <br />Ms. Dennis said the City must pay its pro-rata share. <br /> <br />Mr. Temple said the residents understand the City cannot pay the full share. . He believed <br />a preannexation agreement could say the City recognizes that the residents are bringing <br />something to the City. Anyone who builds after this project should have to pay full price to <br />hookup to the sewer and water. <br /> <br />Mayor Tarver wanted staff to do as much as it could before the annexation date to let the <br />residents know the assumptions, the splits, the allocations, etc. so the residents will know what <br />the exact figures are before the annexation. <br /> <br />Ms. Acosta said staff is already working on this. The split studies have already been <br />done regarding the $42,000. She will go over the figures again with Mr. Temple. She said the <br />figures will be fine tuned as time goes on. This just begins the process and when the final <br />annexation decision comes before Council, the resolution will set forth exactly how annexation <br />will affect the properties. <br /> <br />Mr. Pico asked if Council will have the opportunity to delete those residents that do not <br />want to participate prior to the final annexation date. <br /> <br />Ms. Acosta said a protest hearing will be held sometime in the future. <br /> <br />Mr. Temple asked at what point will the residents of the area have the last opportunity <br />to make a decision. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />8 <br /> <br />09/15/98 <br />
