He felt the City <br />would not be able to get 70 percent of the residents to hook up. <br /> <br />Ms. Ayala asked if he agreed with the concept that the sewer and water hook up fees <br />should be consistent with what is charged to the other residents in the community. <br /> <br />Mr. Temple said it was not a fair comparison. The City is asking the residents of Happy <br />Valley to do several things. He said the residents cannot get straight answers from staff. He <br />believed staff is not doing what is best for the whole group. <br /> <br />Ms. Dennis asked when exact figures might be available regarding the actual costs. <br /> <br />Mr. Higdon said the numbers used in the report are estimates based on preliminary <br />designs to construct the water and sewer levee for the Happy Valley area and then prorated over <br />all the units that are proposed. Plans are being prepared (if this proceeds) and it is expected to <br />go to bid shortly after the first of the year. At that time staff would have the exact figures. <br /> <br />Ms. Acosta said staff intends to bring a report back to the Council describing the <br />allocations and justification for the allocations. <br /> <br />Mr. Temple felt the cart was before the horse. The City is asking the residents to make <br />a decision based on figures that will probably change in the future. He said there is nothing in <br />the report that states the proposal had changed. <br /> <br />Ms. Ayala asked if he was unhappy with the words. <br /> <br />Mr. Temple said yes. He felt the words had changed. He said people would not buy <br />a house without seeing how much it costs first. <br /> <br />Ms. Michelotti said the people do not have to sign up for the program. <br /> <br />Mr. Temple said that is understood. But the people are also considering if they want to <br />hook up down the road, but they want to know how much it will cost. <br /> <br />Ms. Michelotti asked how soon could Council expect to hold a hearing on this issue. <br /> <br />Ms. Acosta said around the first of the year. <br /> <br />Mr. Temple said it would help if staff would show the residents what the proposed <br />allocations are for. He understood the figures may need to be modified.
