<br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: Mayor Tarver on Item 4j. <br />ABSENT: None. <br />ABSTAIN: None. <br /> <br />5. MEETING OPEN TO THE PUBLIC <br /> <br />Jack Hovingh, 4250 Muirwood Drive, was concerned about the progress of the building <br />at 780 Main. The appearance of the building is discouraging and the construction fencing forces <br />people to walk in the street. He was wondering if the City had any legal rights to exercise its <br />power to convince the property owner to complete the construction. He thought it was a good <br />idea to extract construction bonds from developers wanting to construct in high visibility areas <br />to ensure that the construction is completed in a timely fashion. <br /> <br />Ms. Ayala asked staff to comment. <br /> <br />Ms. Acosta said the City has been working with the property owner and the project <br />manager to move this project along within the limits of the law. She said staff will provide a <br />full report to the Council by way of a memo. <br /> <br />Debra Barker, 5018 Blackbird, thanked Council for holding a special meeting on reverse <br />osmosis on September 8. She said there is a meeting tonight at Zone 7 that starts at 7:30 p.m. <br />She felt it was important to let the leaders know that recycled sewage in the drinking water is <br />not something Pleasanton residents support. <br /> <br />Carole Varela, 3858 Mohr Avenue, said the reason the residents come to the Council <br />meetings and speak is because they want to get a point across. She is frustrated because a major <br />issue that has a negative impact on the neighborhood she lives in has been disregarded in a <br />disrespectful way. She commented on the way the speakers are called to the podium. She said <br />it takes time for one speaker to leave and for the next speaker to take a place at the podium. <br />Supportive clapping will also take a few minutes, but this does not interfere with the momentum <br />the Council wants to establish in order to hear all concerns. She did not agree that there should <br />be constraints put on the residents, i.e. show support by raising hands. She said this takes more <br />time away from the hearing. She felt this type of request was insulting to the public. She <br />thought the Council would support the residents who had voted them into office. She asked the <br />Council to stop constraining the public and to create an atmosphere that is user friendly. She <br />also was concerned that the East Side Pleasanton Committee would be a stacked committee.
