Now, imagine what will go through those City Council members minds in the year 20 I 0 as they sit in their cars
waiting for several traffic signals at the Stoneridge/Santa Rita intersection because it is now operating at level of
service F (V/C 1.40)3. Do you think they will feel duped for having limited the scope of the East Side Specific
Plan way back in 1998?

,_ .f!

Imagine those same City Council members in 2010 finally making it through the Stoneridge/Santa Rita
intersection only to have to wait through several more traffic signals at the West Las Positas/Stoneridge
intersection because it's also operating at level of service F (V/C 1.25t Do you think they will feel duped for
having approved the West Las Positas Interchange and increasing traffic at buildout at this intersection by 25%?
Maybe not, until they realize that none of the hoped for level of service improvements on Stoneridge ever
materialized because 1-680 is hopelessly grid locked ("fairy tales" don't come true) and Pleasanton traffic can't
get onto 1-680 at either the Stoneridge or West Las Positas freeway interchanges!

Imagine being those former City Council members in the year 2010, after years of selfless personal sacrifice and
expense devoted to their beloved city, realizing that their misplaced trust has resulted in a legacy of gridlocked
mess for everyone who comes after them?

Imagine that!

1 can't.

~

What can you do?

· Start listening to your residents, they've been telling you about jammed freeways, cut-through traffic, and
unsafe streets for our pedestrians and bicyclists for years. The fact that the flawed Baseline Traffic Report is
getting closer to the truth in predicting that 25 intersections will fail level of service standards indicates that
the citizens know what they're talking about.
· Enact an immediate moratorium on any new development approvals or changes that increase traffic until this
mess can be sorted out.
· In light of the complete failure of the Circulation Element of the General Plan a total rewrite is mandatory as
dictated under state law.
· And finally, and most importantly, show leadership in the area of traffic management on the eve of the city
elections. Show the voters that you deserve their votes in November by taking action tonight that leaves no
doubt in anybody's mind that you will not tolerate the destruction of our quality of]jfe due to grid locked
traffic.

r

3 Annual Traffic Counts for Baseline 1998 (ATCB1998), Table X, page 2, location 327, PM.
