MATTERS INITIATED BY COUNCIL

Mr. Pico had some changes on the calendar. The LA VT A meeting is going to be held
on Monday, September 21, 1998 and there is no October first Monday meeting.

Mayor Tarver said it is his intention to petition the League Board of Directors to take
an opposing position on Prop lA, SB50, School Impact Fees. If the Board takes a "no
position", he would like to take a resolution to the Floor for the delegates to take a position of
opposition from the League. He asked if Council had any objection.

There was no objection.

Mayor Tarver indicated there may be a need for a closed session on September 22 or
some other time. The matter would be potential litigation against Alameda County on the filing
of an initiative petition concerning Zone 7 servicing out of its boundaries.

Ms. Michelotti asked for more information on appropriateness of such a closed session.

8.
