She wondered how <br />Staples Ranch fit into the traffic projection and asked about the Ruby Hills secondary entrance. <br /> <br />Mr. Swift said with respect to the Staples Ranch project, staff decided to put the <br />approved Specific Plan in the approved project category rather than the non-approved project <br />category. Staples Ranch was also included with the land use that the existing Specific Plan has <br />for the project. This includes a 17 acre community park, the rest being commercial/office. <br />Because the approved Specific Plan has commercial/office development, the number of trips <br />generated by the project heavily impacts the Stoneridge Drive corridor. A modification to the <br />Specific Plan was proposed which adds residential spaces, reduces the commercial/office area, <br />and increases the community park to 35 acres. Because this modification has not yet been <br />approved by Council, staff used the existing Specific Plan land use traffic figures to create the <br />model. He said Council has the authority to require whatever traffic studies, mitigations, land <br />uses that are necessary to ensure that the General Plan level of services policies are met. Staples <br />Ranch will be before Council at a later date and Council can impose whatever mitigations are <br />necessary to assure that the level of service does not exceed certain levels. He said Ruby Hill <br />is not at 425 building units yet and there are no express conditions in the City approvals that <br />relate to the secondary access. There was a condition that the extension of Highway 84/Isabel <br />had to be connected by the time one building permit is issued beyond the mid-point. However <br />Isabel is in the City of Livermore and Signature Properties has asked to modify the requirement. <br />Staff is preparing a summary of Ruby Hill conditions and will have it ready for Council shortly. <br /> <br />Ms. Ayala asked for staff to comment on Kris Kumaran's 50 percent increase in traffic <br />over the next ten years. <br /> <br />Mr. van Gelder said the numbers that Mr. Kumaran quoted regarding traffic that will <br />come from the approved and buildout would be approximately 50 percent increase above today's <br />traffic level. But as said before, it is hard to foresee the future. Staff does not know exactly <br />when the traffic will reach these numbers. It used ten years to create the model. <br /> <br />Ms. Michelotti said the City has tried to do the very best job in modeling and she was <br />pleased with the traffic model. The model is just a projection of the future. She agreed the <br />problem needed to be solved regionally. Future road improvements need to be taken into <br />consideration.
