He asked Council to take the report seriously. <br />He believed the City was building too fast, too soon. The schools are overcrowded and the <br />streets are congested and yet the City continues to approve new construction. The Council <br />should come to an agreement as to what is acceptable at buildout and then work backwards. <br />Council should direct staff to come up with additional mitigation measures to reduce the level <br />of service at the 24 intersections at level of service E. He felt the City should wait until final <br />costs and how mitigation is going to be paid for before approving any more development and <br />Council should strictly adhere to the solution for buildout. In conclusion, he did not want this <br />problem swept under the rug. He said Council's actions here tonight will affect the residents <br />for a long, long time. <br /> <br />Debra Barker, 5018 Blackbird, understood that traffic is being taken off the roadways <br />because people are leaving earlier, such as at 3:30 or 4:30 a.moo The model considers this a <br />good thing, but in reality it is not and actions should be taken to stop this. She mentioned four <br />intersections that are accelerating to level of service F. She listed several problems with the <br />approval for Ruby Hills: the traffic numbers given were incorrect and the correct impact fees <br />were not collected because the traffic study was for a County project not a Pleasanton project. <br />There is no secondary entrance into the area because of problems with the red legged frog; and <br />there should be more traffic mitigation. She said Pleasanton is at a very busy interchange. The <br />boundary conditions for the model are definitly not finite. Pleasanton does not have an unlimited <br />supply of roadways. She said instead of trying to solve the problem, look at how to protect the <br />residents, neighborhoods, etc. The problem is regional and needs to be solved on a regional <br />level. <br /> <br />Carole Varela, 3858 Mohr Avenue, said the extension of Isabel is only two lanes and <br />would not accommodate many people. She said the City of Tracy, Livermore and Dublin are <br />all building new homes. Does the model take these numbers into consideration. She said <br />Pleasanton seems to be the City to cut-through. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br />It was moved by Mayor Tarver, and seconded by Ms. Dennis, to concur with the <br />methodology used in ascertaining the allowable development within those portions of <br />Hacienda covered by Prudential's Development Agreement and to approve the trip- <br />generating coefficients for various non-office uses to be used in the City's "Standard <br />Assumptions" . <br /> <br />Mayor Tarver said he respects the development agreement as a legally binding document. <br />In the future, he wanted the same type of development agreements to ensure the improvements <br />are built that the City needs. He believed the developer of Hacienda has done everything it can <br />to assist the community. He felt it was appropriate to use the baseline and allow Hacienda to <br />proceed.
