Mr. Lum said staff has been working with Zone 7 along those lines already. He said
Zone 7 has been working diligently to pursue alternatives and the discussions have been
productive.

Ms. Michelotti would like to pursue trying to get the Regional Water Quality Control
Board to look at the alternative of having the RO outsourced. She said that may be the win/win
situation that everyone is looking for.

Mr. Pico said the motion is to buy time to look for a more permanent solution that will
allow recycled water but not have direct injection into the groundwater basin.

Ms. Ayala asked if Council could just direct staff to pursue alternatives rather than a
formal motion.

Mr. Roush said it does not hurt to have the motion. It is useful, from staff's point of
view, if it is operating pursuant to a Council motion rather than just direction.

Ms. Acosta said the motion is also on record.

Ms. Michelotti said it is also clear as to what the objective is. That is to get the capacity
that is needed and work out a solution so that the City is not in violation with the Principles of
Agreement.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Tarver said he would make contacts to make sure he understood what was
happening and to discuss the motion in more detail. He said he would be happy to sit down
with Ms. Ayala and anyone else that wanted to discuss the history of the sewer.

It was moved by Mr. Pico to direct staff to communicate with the San Francisco Bay
Regional Water Quality Control Board the sentiment of the Council and the community.

There was no second. · Council felt this would be accomplished with the first motion.

Mr. Lum felt it would be appropriate if staff/Council attended the Regional Water Quality
control Board meeting and made comments to the action that took place tonight.

Ms. Michelotti said there was a number of questions she gathered and would make sure
that they get forwarded so that they can be answered at the next meeting.

Pleasanton City Council 19 09/08/98
Minutes
