Ms. Ayala believed the people want to vote on this issue and would vote it down even <br />if the City stands by the Principles of Agreement. She felt time and energy was being wasted <br />in pursuing the issue instead of researching where else this water could be used. She hoped <br />Alameda County Water District would take another look at alternatives. <br /> <br /> Mr. Myer said there is a general agreement on building regional facilities and trying to <br />find some regional solutions and cooperating to find places to use all of the water. He said <br />every gallon of water that is recycled and can be used safely is less water that Zone 7 has to <br />import. He said all five agencies recognize that they have to cooperate in order to make this <br />work. He said the first problem to resolve is to find an area for the injected water (if the water <br />needs to be injected) and delay its movement towards any potable wells to give Zone 7/DSRSD <br />time to work out possible solutions. <br /> <br /> Ms. Dennis wondered if this would put off the program for salt management. <br /> <br /> Mr. Myer said direct RO injection gives the best benefit for salt management. The less <br />RO water is injected, the smaller impact on the salt balance. He said the next best solution is <br />to substitute the RO water for urban irrigation. The least effective is to water the grapes in the <br />fringe basins. He said there are RO facilities planned for groundwater to go into the potable <br />system. Zone 7 is trying to find what is workable for the community. <br /> <br /> Mayor Tarver suggested removing the salt from the water Zone 7 gets, rather than the <br />water from the sewage system. <br /> <br /> Mr. Myer said as the TDS in water is lowered, the quality of the water will get better. <br /> <br /> Mr. Beebe said it would help if Council directed its staff to work with DSRSD on a <br />flamework on how it could recycle water together. But there would still be a problem on the <br />wettest weather days. <br /> <br /> Mayor Tarver said Zone 7 will be having a meeting on September 15 to present more <br />information. He said Zone 7 will potentially make a decision on that night. <br /> <br /> It was moved by Mr. Hco, and seconded by Ms. Michelotti, to direct staff to work <br />with the representatives from DSRSD, Zone 7 and the City of Livermore, to come up with <br />a short term solution for the coming wet weather period that would allow DSRSD to meet <br />its wastewater disposal needs without the direct injection of RO treated wastewater into the <br /> roundwater basin. <br /> <br /> Mr. Pico felt that there were tither alternatives to look at. <br /> <br /> Ms. Ayala felt it was important for the public to understand the crisis that the City is <br /> facing.
