CALL TO ORDER <br /> <br /> Mayor Ben Tarver called the Special Meeting of the City Council to order at 7:05 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br />Councilmembers present were Kay Ayala, Becky Dennis, Sharrell Michelotti, Thomas P. Pico, <br />Jr. and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager; <br />Michael H. Roush, City Attorney; and Randall A. Lum, Director of Public Works. <br /> <br />3. MEETING OPEN TO THE PUBLIC <br /> <br /> There were no speakers. <br /> <br />4. STATUS REPORT ON REVERSE OSMOSIS (RO) PROJECTS (WATER RECYCLING <br /> FOR POTABLE USE) <br /> <br /> Mayor Tarver explained the format of the meeting. The purpose of the meeting is an <br /> opportunity to inform the public of what is being proposed and for the public to express its <br /> concerns about certain aspects of the project. <br /> <br /> Randy Lum presented the staff report and introduced the panel of speakers. <br /> <br /> Mayor Tarver asked if staff would explain the LAVWMA Principles of Agreement and <br /> how they affect the City's already to act on this matter. <br /> <br /> Mr. Lum said in 1997 the LAVWMA agencies developed the Principles of Agreement <br /> for a wastewater disposal project to accommodate the buildout of the General Plan for Dublin, <br /> Livermore and Pleasanton.
