Mr. Mohindroo said yes.

Linda Adams, 159 Ray Street, said the neighbors were not notified of a change in the
General Plan. The neighbors assumed that the property was residential and would like to see
the property remain residential. She said a number of the drawings that the developer showed
Council were incorrect. She said the Spiliotopoulos is not the only property that is a victorian
style housing and her house is surrounded by single family residents. Existing now on Ray
Street is Adobe Plaza that has a karate business that has increased the noise and traffic in the
area. Ray Street consistently has a speeding problem and during special events the traffic is
horrendous and all available parking is utilized. If this project is approved as connnercial it will
change the makeup of the neighborhood. She said if the project was one story and blended with
the existing homes it might be okay. She said Stanley Rathbone, when he was alive, fought to
keep this property residential. The traffic for this project will only add to an already existing
problem at the corner of Main Street and Ray Street. The neighbors would like to keep this
property residential and asked for the Council's support.

Juanita Bianchi, 4105 Walnut Drive, said she was never informed that the property had
changed from residential to commercial. She felt the project was ridiculous and hoped Council
would realize the impact this project would have on the neighborhood. She would like the
property to be zoned residential.

Jim Clennon, 4161 Walnut Drive, felt the scale of the building was out of place. He
does not want a stucco wall between his property and the proposed property or 24 inch box trees
to shield the project. He has existing walnut trees that he wants to preserve. He said his living
room faces the project. He does not look forward to looking at such a large building. Also the
traffic on Ray Street is at level of Service F and this project will not help that issue. He
understood the City's desire to get additional parking for the downtown area, but this project
will not make that much difference. He hoped Council will look at the size in relation to what
already exists.

Maureen O'Shaughnessy, 290 Ray Street, preferred residential over commercial on Ray
Street. She does not like the mix of the two. She said there is already a steady flow of traffic
on Ray Street. She likes the old California architectural style and felt this large building would
not fit in.

Gary Prince, 4166 Walnut Drive, did not like the enormous size of the building and felt
it did not meet the needs of the residents. He hoped Council would not approve this project for
parking 0nly. The downtown area is fantastic. Ray Street is unique in that all the residents and
businesses on Ray Street and Walnut must use Ray Street to exit. He preferred residential to
commercial and hoped Council would agree with the Planning Commission.

Pleasanton City Council 12 09/01/98
Minutes
