Ms. Acosta stated the vehicle license fee was the source of revenue the City was going
to pledge for the golf course funding and now that we don't have that, the City may have to
back the funding with some City buildings.

Ms. Michelotti was happy to see funding for the storm drain for the Kottinger area.

Ms. Acosta then explained about the funding reserves for City Hall. Because of the golf
course project and the amount of bonding capacity to be used up there, as well as the rest of the
bonding capacity used in the last few years, it will be interesting to see how staff can pull the
project together from a financing standpoint. We won't know for some time how much will be
cash and how much must be financed. A project that large will not happen unless you begin to
amass some funds to do it.

Ms. Ayala asked if there was funding for the downtown parking.

Ms. Acosta said that was on the unfunded list.

Mr. Pico asked if the budget for the Police Department was adequate. He then asked
how many cars were on patrol at a time.

Chief Eastman said the funding was adequate. He stated the number of cars varied and
preferred not to state specifically.

Mr. Tarver asked if all the cars would have MDCs.

Chief Eastman said not initially, but staff is looking at additional grant funding next year
and all the cars will be equipped then.

Mr. Pico then asked if the budget for the Fire Department was adequate.

Fire Chief Gary said that it was.

Mr. Tarver then asked how staff arrived at the replacement costs and additions. Why
is growth paying the full bill.

Ms. Rossi explained that staff looked at the service area population and defined it by how
much existing and how much will be coming.

Mr. Tarver wanted to understand how the percentages were arrived at.

Ms. Acosta said staff would bring that information back to Council soon.

Pleasanton City Council 7 06/30/98
Minutes
