He suggested allocating $50,000 towards playground equipment. <br /> <br /> Ms. Acosta said there is already an existing park renovation fund and reiterated the need <br />to work with the Park and Recreation Commission to establish priorities and then determine how <br />to fund the projects. Even if there were enough money for all the projects, staff cannot get to <br />all the improvements in one year. <br /> <br /> Mr. Pico understood that process, but felt the Park and Recreation Commission may have <br />different priorities if it had an additional $800,000 to work instead of only $100,000. He <br />disagreed about only deciding what can be done in one year. <br /> <br /> Ms. Acosta then referred to the project for the Operation Service Center and said it does <br />not have to be approved in order for the City to receive the land. Staff proposed the purchase <br />in order to remove the controversy attached to the issue. Council can choose to remove this <br />from the budget. <br /> <br /> Ms. Dennis asked if there was an urgency for a particular project to be developed on the <br />land next to the Operation Service Center or is this a way to secure the land. <br /> <br /> Ms. Acosta said it was a way to secure the land. <br /> <br /> Ms. Michelotti had the same question. Will the land become more expensive the longer <br />the City waits? <br /> <br /> Ms. Acosta said the City had no intention of purchasing the property until the process <br />is determined. This is not a leverage for or against the project. <br /> <br /> Mayor Tarver wanted the community to have the opportunity to choose which projects <br />it would like funded. He liked to have a pool of money not allocated towards certain projects. <br />Instead of putting money aside for years and years, maybe projects such as the City Hall, the <br />Community Park, and the Operation Service Center expansion should be partially funded to <br />further the project to present it to the community. He understood the policy of not spending <br />the money until we have it, but this policy would only allow money to be put into the new City <br />Hall and Community Park fund. He wanted to allocate the money to do the site design to show <br />the community how much these projects would cost and how long it would take to build. He <br />felt there was a lot of missing information. Mr. Tarver asked if the new budget took into <br />account the new facility fee and local transportation fee. He did not want to program General <br />Fund money into these projects until certain things had been worked out.
