Ms. Acosta said it might be helpful for staff to address some of the issues raised <br />regarding perceived inconsistencies. <br /> <br /> Mr. Rasmussen said during the General Plan process there were lengthy discussion <br />regarding the Happy Valley area. A consensus was reached to have two acre density in that <br />area. During the General Plan process it was also decided that the urban boundary line would <br />go around the bottom of the Valley and not up into the hills. The shift in density was to provide <br />the Spotornos with more development potential. <br /> <br /> Ms. Ayala asked if the traffic that would have used the Happy Valley Loop would <br />transfer to the bypass road. <br /> <br /> Mr. Rasmussen said yes. Of the 157 acres of Spotorno land, there would be <br />approximately 102 homes built. <br /> <br /> Ms. Ayala asked if the 102 homes included the homes to be built on 45 acres of land. <br /> <br /> Mr. Rasmussen said originally it was believed there were 45 developable acres, yielding <br />22 homes at 2 acre density. But after having topography maps were done, it shows only 33 <br />acres on land, i.e. that is less than a 15% slope. Staff calculated the average below 15%. In <br />order to get 45 acres, the urban boundary line would have to include an additional 12 acres, into <br />land that is around a 25 % slope. <br /> <br /> Ms. Michelotti asked if the Spotorno's land over 25 % slope was included as developable <br />under the prior General Plan. <br /> <br /> Mr. Swift said there have been many General Plan versions as to what should take place <br />in the Happy Valley area. The current version has indicated the Spotorno land should be two <br />acre density. The boundary line has always been in the same place, which is at the bottom of <br />the hill. The medium density area in the upper Spotorno Valley was designated during the last <br />General Plan update. <br /> <br /> Ms. Dennis asked if the Spotorno hill area had ever been designated for development in <br />the General Plan. <br /> <br /> Mr. Swift said no. There have been many designations as to what is allowed in open <br />space. Twenty years ago open space allowed one unit per five acre.
