whatever is designed, how it will function. Therefore he wanted something in the wording that
there be an evaluation of its effectiveness.

Ms. Dennis asked what Castlewood's interest is in the runoff.

Mr. Kyle said Castlewood has had a problem with the Happy Valley Creek where it
crosses the 17th and 18th fairways on the lower course. Them has been numerous channel
modifications on the Arroyo de la Laguna.

Ms. Ayala asked if the golf course was being flooded.

Mr. Kyle said yes.

Mayor Tarver said studies are being done to ensure no more water goes onto the course.

Mr. Kyle said this project is similar to the Bernal Avenue project. Through the use of
detention ponds the additional runoff can be timed, so it can be released at a nonpeak time. His
only request is to evaluate how well the ponds function.

Dave Melander, 7988 Limewood Court, asked that the Spotorno family be compensated
honestly and fairly for giving up land in order to make this project work.

Dennis Glafkidei, 737 Happy Valley Road, said his property is below the ridgeline, none
of the property can be seen from 1-680 and the urban growth line bisects his property. He felt
this was unfair. He asked Council to extend the urban growth line to the border of his property
so that all of his property could be annexed into the City.

Mr. Swirl said for clarification staff is recommending the urban growth line would
include all of Mr. Glafkidei's property.

Leslie Wolf, 6028 Alisal Street, said when she bought the property she was informed
about the golf course. Her only concern is the traffic on Alisal. She has a young child and a
number of animals. She felt hooking up to City water and sewer would not add any value to
her property. She saw no great benefit to being annexed. She bought the property for its rural
atmosphere. She said the Spotorno's property should not be demanded. They should be
compensated like everyone else.

Susan Petskowsky, (no address given), supported the Spotornos. She was appalled that
a family would be asked to give up 100 acres for free. She asked that they be compensated.

Gabrielle Silvera, 986 Sycamore Road, supported the Spotornos.

There being no further speakers, the public hearing was closed.

Pleasanton City Council 16 06/16/98
Minutes
