She did not understand why there were two sets of standards for this <br />project. <br /> <br /> A1 Spotorno, PO Box 487, Pleasanton, said he and his family have fully cooperated since <br />day one in this process. The family has offered to donate the land needed for the bypass road, <br />offered to donate sufficient land for reasonable trail use, offered to provide a view corridor from <br />the Spotorno area for the benefit of the Happy Valley neighbors, offered to provide water from <br />the winter runoff for the golf course, and offered land necessary for additional golf course use <br />or space for golf course homes. He felt the more he donated the less he received in return. He <br />had several issues: 1) the majority of the people in the Happy Valley area voted for one acre <br />density; 2) he did not agree with the land acre designation for the flat area; and 3) the Minnie <br />Road trail needed to be deleted from the Specific Plan. The trail should be removed. The trail <br />is not a fundamental element in the overall trail system, it does not provide a critical link, the <br />trail increases the risk to public health and safety, it is impossible to split and fence off this area <br />and the immediate adjacent neighbors would be severely impacted. He said the Spotorno <br />"Agricultural Remainder Parcel" was not included in the staff report, nor in the Planning <br />Commission recommendations, nor in the Happy Valley Specific Plan. He believed the <br />Spotornos are a key player in this project. He did not want to be isolated. He wanted to work <br />with the south Happy Valley agricultural property owners to devise a workable plan. <br /> <br /> John Spotorno, 1028 Harrison Avenue, Redwood City, described the development of the <br />family compound. Staff suggested keeping the development approximately thirty feet below any <br />ridgeline, to mitigate views from the outlying area and to limit development on the steep slopes. <br />He said the line drawn on the General Plan is inconsistent because it places the line somewhat <br />in the middle of a consistent slope, not at the top or the bottom. The house and barn sites are <br />between 40 to 60 feet below the ridge to the south and these sites mitigate the views from <br />Pleasanton, Happy Valley and Alisal. The site is two miles from the downtown area and the <br />landscaping and windbreaks have been installed before construction rather than after. Regarding <br />staff's comments, he could not agree with recommendation No. 1, "thirty feet maximum <br />elevation above Minnie Road", because this would place the house essentially on the proposed <br />bypass road: He did not agree with Condition No. 2, the barn site "not being above a 600 foot <br />elevation" because the barn site is better located as shown at the elevation of 635 feet. The <br />compound will fully comply with staff's recommendation No. 3 and 4. He felt recommendation <br />No. 5 was not needed as the compound is intended to be built into an existing lot of open space. <br />Also, with the current bypass road alignment, the lot size recommended by staff, a buffer from <br />the creek, and a buffer from the existing residence, it appears that only three units can be <br />designed for the LDR location. <br /> <br /> Lee Zachariades, 2630 Sanderling Way, said the Spotornos have always believed that the <br />minimum acceptable number of lots was 22. Therefore the increase of six lots is not a fair <br />exchange for deeding over the entire "Ranch Remainder Parcel." The Happy Valley Specific <br />Plan states the 33 acre Spotorno area next to Alisal Street has a density of one home per one <br />and one-half acre and requires a significant dedication of open space land.
