Mayor Tarver asked if Item 6c, PUD-85-10-6M, City of Pleasanton (Hopyard Village <br />Shopping Center) could also be continued to June 23. <br /> <br /> Ms. Ayala, Ms. Dennis, Ms. Michelotti indicated June 23 worked for them. <br /> <br /> Mr. Pico would not be available for a June 23 meeting. <br /> <br /> Ms. Dennis suggested hearing Items 6c, 6d, and 6e now; then continue with Item 6a. <br /> <br /> Ms. Michelotti supported this. <br /> <br /> Mayor Tarver did not want to interrupt the Happy Valley discussion. He had numerous <br />comments regarding the Tri-Valley Transportation Fee. <br /> <br /> Council unanimously decided that Item 6c and Item 6e would be continued to a special <br />Council meeting to be held on June 23, 1998 at 7:00 p.m. and Item 6d would be heard tonight. <br /> <br /> Joanne Zachariades, 2630 Sanderling Way, congratulated the City of Pleasanton for a <br />great Heritage Days event. She found it ironic that a City which celebrates its heritage did not <br />know or respect the true meaning of the word. She said the Spotorno family has been in the <br />ranching business and contributed to the community for over 130 years. The family has been <br />unable to vote on the numerous changes in the community because the property is outside the <br />city limits. The family diligently attended all the meetings and expressed its concerns. The <br />concerns went unheard as the two acre density per lot is to be implemented. It is ironic that of <br />the 38 lots along Alisal Road, 28 are less than 2 acres and 23 of those are 1 acre or less. One <br />of the goals of the General Plan is to maintain the density and character of the area. <br />Furthermore despite this recommendation the City has granted itself a redesignation from Parks <br />and Recreation with zero density to LDR with 34 homes on 1/2 acre parcels. Sandwiched <br />between the existing one acre lots and the proposed 1/2 acre sites lies the Spotornos' 45 acre <br />parcel that the City insists must remain at the two acre minimum, unless A1 Spotorno is willing <br />to donate the remainder of the parcel to open space. Also the total acreage is incorrect as to the <br />number of acres that fall below the 15% slope line. Several engineering reports have been <br />submitted from two certified engineers correcting this number. The Spotornos are asking to be <br />given the same rights as the property owners who share their fence line. The current General <br />Plan allows 22 units to be built on 45 acres of land and the Happy Valley Specific Plan states <br />16 units on 2 acre lots. This may be increased to the original 22 lots if the family ranch is <br />dedicated to open space. The Spotornos have offered to donate significant acreage to <br />accommodate 2 miles of trails and donate land for a bypass road. The family has been in the <br />ranching business for several years and understands the need for an agriculture parcel. It is very <br />upsetting that the family has not been included in the preparation of the agriculture elements of <br />the Specific Plan. She described her father's experience and education background.
