Ms. Ayala suggested taking public input and then have staff come back with
recommendations.

Ms. Dennis asked staff to clarify the issues the Youth Master Plan would cover.

Ms. McGovern referred to page 3 of the staff report. She said the data gathering follows
the Claremont Youth Master Plan but once this has been adopted it will become the Pleasanton
Youth Master Plan and the plan can be adjusted as needed and to involve as much of the
community as possible.

Ms. Dennis felt the community might not be aware of what has already been done in the
area. The Youth Risk behavior survey, the building of the double gyms, the joint City
programs; and the theater that is planned for the future. She said the point that the report is
trying to make is that a lot of work has already been done.

Ms. McGovern said the Youth Collaborative Group has contacted cities nationwide who
have done Youth Master Plans. The Collaborative Group used the National League of Cities
and the League of California Cities databases and found different cities who have had both
positive and negative Youth Master Plans.

Mr. Pico felt a decision had to be made tonight on the makeup of the committee. He
suggested using the same structure as the Economic Vitality Committee with some flexibility.
He wanted to get the process started.

Ms. Michelotti said the Economic Vitality Committee began with six committees. She
hoped the public would have ample time to be involved and give input regarding the committee
makeup.

Mr. Kernan hoped that whatever the committee makeup it should be an action oriented
committee with tangible goals and results. He felt it was important from both the City's and
School District's perspective to reassure the community as custodian of public funds that the
money is being used wisely.

Ms. Dennis asked for public testimony.

Sandi Dibiase, 7923 Racoon Hollow Court, was very appreciative that the City and
School Board were embarking on such an exciting and important path. She viewed this as
another way to strengthen the partnership between the City and the School Board and to create
new partnerships with the organizations involved in the plan. She was disappointed that the
Library Commission was not on the list to be part of the committee. She said 50 percent of the
adult materials ordered are streamlined for homework assignments in the middle/high school

Joint Meeting 4 06/04/98
School Board/City Council
Minutes
