another issue he was concerned about minors being denied the presence of their parents during <br />questioning of a criminal accusation. He said parents are told that their child must request a <br />lawyer, parents are not allowed to accompanying their child to the Police Department, because <br />of a State law. He wanted to know what the School Board standards were regarding this. He <br />felt there needed to be some delineation between counseling in a school setting and police action. <br />He did not like the fact that students have fewer constitutional rights than a felon in a State <br />prison. He said this is a significant issue. He felt the children need to know when they are <br />being counseled or charged with a criminal action. <br /> <br /> Ms. Ayala felt some of the topics he brought up would be discussed here this evening. <br /> <br />2. REPORT FROM CITY-SCHOOL DISTRICT LIAISON COMMITTEE <br /> <br />a. Accomplishments <br /> <br /> Ms. Ayala gave a brief report on the accomplishments for this year: 1) school sites at <br />San Francisco and Vineyard; 2) joint use gymnasiums at Harvest Park Middle School and <br />Hacienda Middle School; 3) School Impact Fees; 4) traffic solutions at Mohr Elementary School, <br />pedestrian safety at Amador High School; and initiating traffic safety and transportation <br />alternatives studies; 5) child care survey; 6) Youth Master Plan; and 7) the technology showcase. <br /> <br /> Ms. Haugen commended the City Manager and School Superintendent and staff for their <br />involvement and support. <br /> <br />b. Current Issues <br /> <br /> 1. Review and request for conceptual approval of Youth Master Plan. <br /> <br /> Cindy McGovern presented the staff report. She thanked Jim Wolfe, City of Pleasanton's <br />Director of Parks and Community Services and Rich Puppione, Director of Pupil Services for <br />their help. She said the concept of a Youth Master Plan originated from members of the <br />Pleasanton Youth Collaborative Group, Pleasanton Unified School District Ad Hoc Committee, <br />Human Services Commission, Parks and Recreation Commission, Youth Commission, and <br />interested citizens to develop a community vision for youth and an organized approach to <br />implementing services. She said the idea is to have the City Council and the School Board select <br />and interview people to be on a Youth Master Plan Committee.
