Mayor Tarver felt it was inappropriate for Council not to have a Planning Commission <br />recommendation on all aspects of PUD approvals: development agreements, preannexation <br />agreements, growth management agreements, etc. <br /> <br /> Ms. Michelotti said the Planning Commission does look at these. <br /> <br /> Mayor Tarver said the Planrang Commission has been told it is not in its purview. <br /> <br /> Mr. Swift said development agreements have to be reviewed and recommended by the <br />Planning Commission. Growth management does not have to be pan of a development <br />agreement; if it is, the Planning Commission can comment on it. Growth Management decisions <br />historically have always been the Council's decisions, however the Planning Commission on <br />various projects have made recommendations on certain projects. <br /> <br /> Mayor Tarver said then as long as the growth management principles are included in the <br />development agreements they will be reviewed by the Planning Commission. <br /> <br /> Mr. Swift said there will be major projects without development agreements. He <br />understood the motion to modify the ordinance to have the Planning Commission comment on <br />major projects as to when they should receive growth management approval. <br /> <br /> Ms. Ayala asked if the same thing could be accomplished by the Planning Commission's <br /> reviewing the growth management annually. <br /> <br /> Mr. Swift said no. The Council will be looking at major projects on a case by case basis <br /> during the year instead of waiting until September. <br /> <br /> Mayor Tarver said if the Planning Commission is expressing a concern about the <br /> infrastructure or the rate of growth, it should be looked at based on the approvals. <br /> <br /> Ms. Dennis could not imagine planning something without a time dimension. She said <br /> not knowing the time frame made it difficult for the Planning Commission to make a decision. <br /> She felt the Planning Commission's comments, especially if growth becomes an issue, was <br /> important for the public to understand the decisions made. <br /> <br /> Ms. Michelotti wanted to wait and see what the process would be with the first motion. <br /> <br /> Mayor Tarver expressed his concern that he wanted the Planning Commission's input. <br /> He said if staff is planning on incorporating growth management in the development agreement <br /> then it will become the purview of the Planning Commission and nothing will come forward <br /> without the Planning Commission's recommendation. <br /> <br /> Pleasanton City Council 19 05/19/98 <br /> Minutes <br /> <br /> <br />
