Ms. Dennis agreed that the Planning Commission should be involved and take public
input. Growth management is a hot issue and she felt the more people involved the better.

Ms. Ayala felt it was a great idea to get informal direction from the Planning
Commission, but to keep it informal. She did not understand why an ordinance modification
had to be done.

Mayor Tarver was not in any hurry. He felt there should be a process and give it time
to be reviewed. The power should be shared and there should be an opportunity for the
Planning Commission to make recommendations to the Council.

Ms. Dennis asked if he meant the Planning Commission would advise Council?
Mayor Tarver said yes.

Ms. Michelotti did not have a problem with the Planning Commission giving guidance,
recommendations or input but was unsure where the division of power would be in the growth
management process. She felt having a review process of growth management done at the
Planning Commission level was unnecessary. She would like informal input from the Planning
Commission but keep the ultimate power at the Council level. At a previously held workshop
there was a difference of opinion as to what role the Planning Commission should play. There
was talk that the Planning Commission would be able to call for exactions. She did not feel this
was appropriate. She wanted the Planning Commission to come to a vote on the best project
according to growth management and the General Plan.

It was moved by Mr. Pleo, seconded by Ms. Dennis, to direct staff to initiate a
change to the Growth Management Ordinance requiring a scheduled Planning Commission
review and recommendation prior to the Couneil's annual review of growth management.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Pico and Mayor Tarver.
NOES: Councilmember Ayala and Michelotti.
ABSENT: None
ABSTAIN: None

Mayor Tarver suggested the major allocations of the project categories also be reviewed
by the Planning Commission.

Ms. Ayala said she looked forward to the Planning Commission's recommendations of
the annual growth management allocations but felt the above process was not needed.

Ms. Michelotti asked if the Mayor felt having the Planning Commission make
recommendations was appropriate.

Pleasanton City Council 18 05/19/98
Minutes
