He said it has always been the elected Mayor's task to make the
recommendations to the Boards and Commissions, with the advice and consent of the Council.
If the members of the Council feel that the appointments are inappropriate they have the
obligation not to ratify those appointments. He believed that diversity on the Council enriched
the City. He commented on the duties of the Planning Commissioners and that they only give
recommendations to the Council; they do not set policies. He recognized all the former Pl~ning
Commissioners for their hard work. He thought Harry Lutz did a wonderful job and
congratulated Debra Barker on her stepping down from the Commission before running for
Council.

Mayor Tarver said commissioners sometimes wonder why Council does not follow their
recommendations but projects are viewed from different perspectives and that is pan of the
process.

Nancy Bartholomew, 579 Neal Street, wanted to make Council aware of a problem in
the 500 block of Neal Street. She said in February of this year the hillside began to slip and it
continues to do so, damaging the yards and the properties of at least four homeowners. The
hillside now poses an immediate threat to her deck and house as the mud is within one foot of
the building. On two of the properties the undersoil seems to have undergone a liquifaction and

Pleasanton City Council 6 05105198
Minutes
