Ms. Ayala asked what was the point of having limitations only to deviate from them? <br />What kind of message does this send to staff?. Staff clearly made it known to the architect and <br />the buyer based on Council's decision in 1997 that Council would not approve the additional <br />square footage. She believed there needed to be consistency or else it would be confusing. <br /> <br /> Mayor Tarver said the damage is already done at Moller Ranch. He hoped to learn from <br />the mistakes. He said the house on the second tier will overshadow this house. He said there <br />needed to be a process to discuss the size of garages and houses and the siting. The first row <br />of houses is not the only thing to worry about. He felt staff could end up with the wrong thing <br />if this goes back to the drawing board. <br /> <br /> Ms. Ayala reiterated that staff consistently kept telling the developer that 4500 sq.ft. was <br />the limit. <br /> <br /> Mayor Tarver said staff's job is to process modifications and give its opinion. There <br />have been hundreds of PUD modifications approved that were not consistent with the original <br />limitations. <br /> <br /> Ms. Ayala read from the staff report that in October 1997 staff responded it could not <br />support a house size increase over the 4500 sq.ft. and thus a PUD major modification would be <br />required. <br /> <br /> Mayor Tarver said staff cannot vote for the Council. All staff can do is tell the applicant <br />what it can support and what staff believes the Planning Commission and Council will support. <br /> <br /> Mr. Pico asked what would happen when the next house comes along for approval with <br />a design that has a massive upper structure but fits within the 4500 sq. ft. ? <br /> <br /> Mayor Tarver asked about the argument regarding the limitations on garages and <br />secondary units? <br /> <br /> Mr. Pico said that is not the issue here tonight. <br /> <br /> Ms. Michelotti said this project was developed with the garage looking like the front of <br />the house. She did not mind having guidelines with some flexibility. But she would have a very <br />hard time saying it could go beyond 400 or 500 square feet. She believed the appellants have <br />demonstrated that the house is articulated and sited in the correct way and would only be visible <br />for traffic going northbound. <br /> <br /> Mayor Tarver moved to uphold the appeal of the Planning Commission's denial of <br />PUD-97-19-7M to allow a 456 sq.ft. increase to the 4,500 sq.ft. maximum allowed house size <br />for first-tier custom lots in the Moller Ranch residential development, with the condition that the <br />driveway be reduced to twelve feet, the garage be relocated closer to the house to reduce the <br />massiveness of the entire structure and the color be approved by the Planning Director. <br /> <br />Pleasanton City Council 9 4/21/98 <br />Minutes <br /> <br /> <br />
