MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> April 21, 1998 <br /> <br />1. CALL TO ORDER <br /> Mayor Ben Tarver called the Regular Meeting of the City Council to order at 7:05 p.m. <br /> Ms. Michelotti led the assembly in the pledge of allegiance. <br /> <br /> Ms. Michelotti said she had been approached by many people in the community who <br />were glad that the City had reached an agreement with Zone 7. Many factors had entered into <br />that decision. When the sewer and Dougherty Valley agreements were made, there was a pledge <br />of good faith that the Dougherty Valley development would not be challenged. She believed the <br />issue was the future development of Tassajara Valley. The City has negotiated with Zone 7 that <br />it will accept an advisory vote in the future, which she felt was appropriate. This Council is <br />committed to protecting water resources and it was better to resolve issues in a positive way, <br />rather than always using legal challenges. <br /> <br /> Mayor Tarver wanted to let the community know that if anyone is interested in assisting <br />with an initiative to curtail Zone 7 from expanding its service area outside the current <br />boundaries, please call him. <br /> <br />2. ROLL CALL <br /> <br /> Deputy City Clerk Rhonda K. Basore called the roll, which is recorded as follows: <br />Councilmembers present were Kay Ayala, Sharrell Michelotti, and Mayor Ben Tarver. Staff <br />members present were: Deborah Acosta, City Manager; Michael H. Roush, City Attorney; <br />Brian W. Swift, Director of Planning and Community Development; Randall A. Lum, Director <br />of Public Works; Gail Gilpin, Economic Development Manager; Stuart Gary, Fire Chief; Lt. <br />Paul Helms, Police Department; and Sgt.
