MINUTES OF THE MEETING OF THE CITY COUNCIL April 21, 1998 1. CALL TO ORDER Mayor Ben Tarver called the Regular Meeting of the City Council to order at 7:05 p.m. Ms. Michelotti led the assembly in the pledge of allegiance. Ms. Michelotti said she had been approached by many people in the community who were glad that the City had reached an agreement with Zone 7. Many factors had entered into that decision. When the sewer and Dougherty Valley agreements were made, there was a pledge of good faith that the Dougherty Valley development would not be challenged. She believed the issue was the future development of Tassajara Valley. The City has negotiated with Zone 7 that it will accept an advisory vote in the future, which she felt was appropriate. This Council is committed to protecting water resources and it was better to resolve issues in a positive way, rather than always using legal challenges. Mayor Tarver wanted to let the community know that if anyone is interested in assisting with an initiative to curtail Zone 7 from expanding its service area outside the current boundaries, please call him. 2. ROLL CALL Deputy City Clerk Rhonda K. Basore called the roll, which is recorded as follows: Councilmembers present were Kay Ayala, Sharrell Michelotti, and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager; Michael H. Roush, City Attorney; Brian W. Swift, Director of Planning and Community Development; Randall A. Lum, Director of Public Works; Gail Gilpin, Economic Development Manager; Stuart Gary, Fire Chief; Lt. Paul Helms, Police Department; and Sgt. Jim Balch, Police Department.
