Bill van Gelder stated the auxiliary lanes were in the traffic model.

Mr. Pico referred to earlier comments that by the year 2310, it will take 23 minutes to
cut through on Stoneridge Drive and asked how much that changed from today?

Mr. van Gelder explained that staff looked at conditions during the recent flooding when
traffic was at its worst condition (Stoneridge Drive was closed, Sunol Road was closed, Stanley
Boulevard was closed, etc.) and found that there were only about 150 more people cutting
through town. He believed the reason more people do not cut through is that the freeway is
fairly predictable and continues to move, even if slowly. Cutting through town is an unknown.
There was then discussion about how long it takes to drive from one point to another in town
as well as the speed at which people drive.

Steve Goins, 1552 Oxsen Street, recommended adding this report to the traffic model.
He felt it has good factual information and should not be ignored.

Dennis Marguet, 2547 Larrikeet Court, referred to the previous statement that on the
worst day of traffic only 150 extra cars out of a total 84,000 cars on a regular peak traffic
period cut through the town.

Mr. van Gelder stated the daily cut-through traffic is about 650-1,000 cars.

Mr. Marguet felt that this was a minor problem that is causing major changes. If the
study is correct, he recommended that the City do nothing. He believed BART contributed more
to traffic within the City.

Ms. Michelotti referred to the first presentation on cut-through traffic which indicated
there were percentages given regarding the people who get off 1-680 at Stoneridge Drive, cut
through town and get back on 1-580 at Santa Rita Road. There were also drivers who head
south to Silicon Valley and cut through. The reason the license plate survey was done was to
document the size of the problem. That is where ramp metering comes in, to discourage cut-
through traffic. She felt we need to have improved arterials for the residents to use.

Judy Symcox, 1450 Groth Circle, indicated she supported the findings of the report and
urged Council to adopt it. However, she wanted to make sure Council kept in mind the traffic
problems on Valley Avenue, from Busch Road to Santa Rita Road. The projection is for
Stoneridge Drive to have 26,000 vehicles daily and she indicated that is the number of vehicles
on Valley today. She did not believe Valley Avenue was designed to accommodate that much
traffic.

Ms. Ayala referred to page 30 of the report and Figure 19. She believed there was an
error and it should state "without" the West Las Positas interchange.

Pleasanton City Council 3/17/98
Minutes 7
