Ms. Rowland said the sale and the manufacture of certain firearms. <br /> <br /> Judy Symcox, 1450 Groth Circle, said a two-thirds vote would have overturned the <br />governor's veto. She did not believe pressure should be put on the Police Chief as to what guns <br />should be banned or not. She had a concem with the agreement concerning the fairgrounds and <br />would like language stating that the roster would not be expanded in the ordinance. <br /> <br /> There was no further public testimony. <br /> <br /> Ms. Michelotti asked how the inconsistencies regarding the ordinance could be resolved? <br /> <br /> Ms. Dennis commented on the reason why certain firearms were not on the list. It had <br />to do with the appeal process and how firearms are judged by their performance. It was her <br />understanding that handguns get on a list because when their design is analyzed they may not <br />perform adequately. The appeals process has to do with bringing forward proof that the <br />handguns will perform adequately. So the reason some guns are not on the list is because they <br />perform adequately. The list does not say anything about how much the guns cost. <br /> <br /> Mayor Tarver recalled getting together with other mayors and discussing the regional <br />need for some control of cheap handguns that fall into the hands of children. He felt most of <br />the other jurisdictions in this County had done this, except for Dublin and Pleasanton. He has <br />heard all the arguments for not doing this. He felt if there is a need for the FFL transactions <br />then the dealers would be willing to move their businesses to a commercial area. The zoning <br />ordinance has good intentions. He believed the community did not want gun dealers in <br />residential areas. The other ordinance about Saturday Night Specials intended to address a <br />specific group of guns that have been deemed to be easily obtained by juveniles. He felt the <br />ordinances were good for the community. He has heard enough testimony saying that the <br />community does not support the ordinances. He did not want to be the one to make the decision <br />for the community. He believed the community would support the ordinances at the ballot. He <br />would like to see it on the November ballot. <br /> <br /> Ms. Dennis said this is an extremely divisive issue in the community. She has heard <br />from the people here that they want this issue to go to the ballot. But the supporters of the <br />ordinance, who talk to her after the Council meetings, did not want this going to the ballot. She <br />said she would support it going to the ballot, only if that was what both sides wanted; they do <br />not. <br /> <br /> Mr. Pico felt there was a significant number that would sign the petition to put this issue <br />on the ballot. He said the ordinance could be amended to read that the stressed parts of the <br />weapons needed to be made out of high tensile strength metal. He believed any weapon that met <br />the criteria needed to be put on the list so there would not be selective enforcement.
