It was moved by Mr. Pico, and seconded by Ms. Michelotti, to approve the plans
and specifications for the subject project and authorize staff to advertise the project for
construction bids with the direction to take all efforts to preserve as many of the trees as
possible, especially the tree between Jensen Street and the railroad tracks; and work with
the School District to review Mr. Muilin's proposal, and any other modifications that may
improve circulation at the high school with the intent that a report be provided in April
when the contract award for the signal project will be presented.
The r011 call vote was as followS:
AYES: Councilmembers - Ayaa, Michelotti, Pico and Vice Mayor Dennis
NOES: None
ABSENT: Mayor Tarver
NO: None

Ms. Acosta answered some questions that came up at the Council Cal-In Show. 1) Does
the City regulate the installation of newsracks throughout the City? She informed Council that
the City does regulate newsracks on public sidewalks, but not on private property. A permit is
granted to ensure the access works and to help maintain the newsrack. If someone had a
concern they could contact the City Manager's office at (510) 484-8008 or Code Enforcement
at (510) 484-8025.

Ms. Ayala asked who paid for the newsracks and could they be required to put in
newsracks similar to the ones located in the downtown area?

Ms. Acosta said the newspaper companies pay for them and yes they could be required
to install similar newsracks. There would be a permit process required that would be different
from the Pleasanton Municipal Code.

2) Is the City going to install surveillance cameras in the parks? She said at the present
moment the City had no current plans to install cameras.

3) What trees does the City maintain? She said all trees on City owned sites are maintained.
These could be trees in medians, parks, or fights-of-way. The trees that are on private property
in residential areas are not maintained by the City. She indicated approximately $300,000 is
budgeted annually for tree maintenance.

4) Is them anything the City could do to promote improved roadway maintenance on westbound
1-580 between Livermore and 1-6807 She said that area is maintained by CalTrans and the City
has been in contact with CalTrans. CalTrans said it had just gone out to bid for their repairs,
but with all the damage done by the storms them may not be funds available to do all the
maintenance.

There was a break at 8:25 p.m.

Pleasanton City Council 3/03/98
Minutes 10
