Mayor Tarver asked if he knew of any small handguns that were being sold that were not <br />on the list? <br /> <br /> Mr. Thomas said no. <br /> <br /> Ms. Ayala asked if women were buying any of the handguns that were listed? <br /> <br /> Mr. Thomas said if the ordinance was passed women would not be able to buy small <br />guns that were available for women. <br /> <br /> Ms. Ayala asked if the guns Outdoor World carried were constructed or made of <br />materials of lesser quality than the original patent design. <br /> <br /> Mr. Thomas said Outdoor World carried name brands like Wesson, Colt, and Luger and <br />felt they were built according to proper specifications. <br /> <br /> Ms. Ayala stated the guns listed on the roster to be banned had three components: <br />1) firearms built by methods with materials of lesser quality than the original patents; 2) semi- <br />automatic pistols with the design originally meant for lower pressure cartridges but adapted for <br />higher pressure cartridges; and 3) firearms with pre-1898 rim fire designs but newly made to <br />use modern high pressure ammunition. <br /> <br /> Roger Gathers, 1212 Harvest Road, gave a brief background of his experience. He asked <br />if any of the Council had read the Wright-Rossi study? He said it was a four year federally <br />funded $400,000 study during the Carter administration. The study was commissioned to justify <br />a national gun control law to determine the best form of gun control. It covered all gun control <br />and crime rates in the United States until 1981. It was conducted by two gun control advocates <br />until their report determined gun control did not control crime. He felt Council had not read <br />the results of the most extensive scientific study done on gun control and it would not be able <br />to render a competent judgment. He listed other studies the Council should read. He stated the <br />study did not break down non-lethal injuries involving guns in the home. He said that <br />Kellerman admitted he would want his wife to have a 38-special if a violent confrontation were <br />unavoidable. He said according to the newspaper Ms. Michelotti had been consulting with fire <br />arm expert Whit Collins. He wanted to know if there were others and what were their <br />credentials? He said Whit Collins had no credentials, but was only a consultant for Handgun <br />Control, Inc. He asked if city money had been spent to hire Mr. Collins? <br /> <br /> Joel Sclafans, 4161 Crystal Ball Way, said he loved living in Pleasanton. He understood <br />the issues involving guns were both confusing for adults and children. He said he had been <br />taught gun safety by his parents. He knew that the right to bear arms was a right and with this <br />right came a responsibility. He did not understand all the parts of the proposed ordinance, but <br />he did not think that laws banning certain handguns to certain people was good.
