3. MEETING OPEN TO THE PUBLIC <br /> <br /> There were no speakers. <br /> <br />4. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 4a <br />Amendment to Title 6 and Title 20 of the Pleasanton Municipal Code regarding sale of <br />"Saturday Night Specials". <br /> <br />Item 4b <br />RZ-97-06, City of Pleasanton <br />Application to amend the Pleasanton Municipal Code to prohibit firearm sales in <br />Residential Districts, the Office District, and Public and Institutional District, to <br />conditionally permit firearm sales in the Industrial Districts, Regional Commercial <br />Districts, Central Commercial District, and Service Commercial District, and to <br />conditionally permit firearm sales as an ancillary use at a rifle or pistol range in the <br />A~icultural District, and in the Rock, Sand, and Gravel Extraction District. <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Mayor Tarver referred to a document he had received regarding the pending City of West <br />Hollywood's lawsuit. He asked if there was anything in that lawsuit that would prohibit Council <br />from adopting the ordinance. <br /> <br /> Mr. Roush said there was no legal prohibition as to why the Council could not proceed. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Teri Kolon, (no address given), objected to the change of the zoning regulations. She <br />felt it would force small residential business owners out of business. In her opinion this was not <br />a gun issue but rather a violation of the second amendment. She talked about a study that said <br />21% of gun crimes are committed by guns that are illegally obtained. She asked if the purpose <br />of the ordinance was to lower the crime rate? She believed this was not the way to go. She felt <br />the youth of the community should be educated about guns. She did not feel the zoning <br />regulations would accomplish anything. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, mentioned that had she not been in the possession <br />of an affordable handgun, she might not be here today. She talked about the accomplishments <br />she had achieved and that for years she has been working for the community. She said the <br />Police Chief did not even support the ordinance. The ordinance would not have a positive effect <br />and would not address the issues of crime and violence.
