Mr. Pico asked how many were Saturday Night Specials? <br /> <br /> Mr. Roush said the information received did not ascertain if any were Saturday Night <br />Specials. <br /> <br /> Mr. Pico asked Chief Eastman if he supported both ordinances and if not, why not? <br /> <br /> Chief Eastman said he was not in favor of the ban of gun sale ordinance because he felt <br />it would not do what it was hoped to do. The zoning ordinance was a land use issue and <br />completely up to Council. He said there has not been a problem with the gun dealers and felt <br />there were more guns in peoples homes than what was in the gun dealers' homes. <br /> <br /> Mr. Pico asked if any of the Pleasanton police officers used any of the gum listed as <br />Saturday Night Specials in the performance of their duties. <br /> <br /> Chief Eastman said no. The guns that police officers use while on duty are regulated. <br />Officers are not required to carry handguns while off duty, even though they might, and those <br />guns were not regulated. <br /> <br /> Mr. Pico asked if it was his judgment that the officers carried those listed as Saturday <br />Night Specials off duty. <br /> <br /> Chief Eastman said it was possible. <br /> <br /> Ms. Ayala said if the officers owned a Saturday Night Special and the ordinance was <br />passed, would they be able to come to the police department to get a permit. <br /> <br /> Chief Eastman said the officers are permitted to carry whatever gun they choose off duty. <br />The ordinance did not prohibit the possession of the Saturday Night Special, only the sale of <br />them. <br /> <br /> Mr. Pico had concerns about the definition of a Saturday Night Special and about creating <br />bad law. He mentioned the staff report stated the ordinance defined Saturday Night Specials as <br />firearms that are built by methods or with materials of lesser quality than the original patents <br />and designs. He asked staff where in the Pleasanton Municipal Code it talked about firearms <br />being built by these methods. <br /> <br /> Mr. Roush said he was attempting to paraphrase what was stated in Section 6.64.160A. <br />Section 6.64,160A stated that a revolver or firearm contains a frame, barrel, breechblock, <br />cylinder or slide that is not completely fabricated of heat treated carbon steel, forged alloy, or <br />other material of equal or higher tensile strength. <br /> <br />Pleasanton City Council 16 02/09/98 <br />Minutes <br /> <br /> <br />
