the FAA and/or the Port of Oakland involved. Second, he felt the urban forest of Pleasanton
was gradually being destroyed by the removal of numerous trees for development. He suggested
changing the traffic to one-way in front of Hollywood Video and having a drop box available
so people would not have to park to drop off their videos. He felt the Design Review Board
needed to be reinstituted to resolve some of the problems. In regards to trailers and image, if
a single family detached residence is adjacent to a lot that is rezoned for mobile home use, the
value of the residence can decrease by $20,000 to $50,000. He asked the City and the School
Board to stop using modulars as temporary solutions.

Vice Mayor Dennis asked staff to update him on the tree issues and mentioned the airport
noise reporting process.

Ms. Acosta said the City is working with the Livermore Airport in regards to airport
noise. The studies that need to be done are quite lengthy and expensive. The two cities were
hoping to get funding from the FAA. She said to help establish a record people who have a
concern should call the airport.

Mr. Corrado believed the airplanes going to San Jose and Oakland were creating more
noise than those going to Livermore. He suggested talking to elected representatives to get
funding for the studies.

Tom Gill, 4540 Muirwood Drive, expressed his concerns about the disruption while
trying to gather signatures for the Ponderosa referendum. He asked Council to support an
initiative on the ballot and to put a stop to the what was happening.

Mary Roberts, 1666 Vineyard, said she received a phone call regarding the referendum
and the caller was rude and misrepresented themselves. She understood the caller to be
representing the city and after receiving the paper work she realized the caller was representing
Ponderosa.

Matt Sullivan, 4324 Muirwood Drive, agreed with the two previous speakers. He said
while he was trying to gather signatures, he was harassed numerous times. He felt it was
Council' s responsibility to stop this kind of behavior and to put this on the ballot as an initiative.

Vice Mayor Dennis asked to put consideration of a ballot measure regarding the
Ponderosa Homes project on the next agenda.

Michael Roush said Ponderosa Homes has filed an action in the Superior Court in which
it raises certain concerns about the referendum petition that is circulating. Ponderosa believes
there are certain irregularities with the petition, in particular some of the petitions did not have
the ordinance attached (which is required by law); secondly, certain language on the petition
Ponderosa believes is inappropriate; and thirdly that the signature blocks did not comply with
the Elections Code. On those grounds they are seeking an order that would direct City Council

Pleasanton City Council 1/6/98
Minutes 5
