15 MPH signs have been posted. She thanked the Police Department for frequently visiting her <br />area and writing tickets for those that exceed the speed limit and proceed through the stop sign <br />without stopping. She said the cut-through traffic is the problem. She said there are seven <br />houses in the area and most of the time in order to get out of the driveways the residents have <br />to wait a significant amount of time before there is a pause in the traffic or for someone to let <br />them back out. She said the neighborhood was not told that a day care was planned for this <br />church. She said she is representing the seven homes on Ridgewood and Del Valle on the 90 <br />degree curved road and has started the process to get Harvest Road closed. She said one of the <br />neighbors had three cars totaled. <br /> <br /> Ms. Ayala asked if this was before or after the stop sign was installed. <br /> <br /> Ms. Klinko said before. The curve is blind coming from both directions. She has a <br />video tape of real life scenarios of what happens when a child enters the street. She said the <br />addition of a bank at Stanley and Del Valle will add to the traffic congestion. Harvest Road is <br />a cut-through for many people. She said a traffic count was done of her area for one day that <br />counted 900 cars on Harvest Road. She said the report claims the traffic volume is well below <br />the General Plan level of service for a two lane neighborhood street. But the report does not <br />mention it is on a 90 degree blind curve. She does not have a problem with the day care, but <br />rather the increase in traffic. She is asking if the day care is approved would it be possible to <br />close Harvest Road or at the very least close it temporarily and do a traffic study. She said she <br />attended the Planning Commission meeting regarding the day care and was told to go to the <br />Traffic Department. She said her past experience with the traffic committee has left her insulted <br />and offended. Leadership within that committee has suggested that in order to address the safety <br />concerns, the community should not let its children play in the streets, suggested that the <br />children should not play in their own front yards, and hold your children's hands when crossing <br />the street. She said the children do not play in the street or front yards now. She said her son, <br />who is nine years old, and her daughter, who is seven, does not need to be walked hand in hand <br />to school. <br /> <br /> Ms. Ayala asked if the children could cross at the comer and how far her house was <br />from the comer. <br /> <br /> Ms. Klinko said the comer is too risky. She said there are seven houses between her and <br />the comer. Her house overlooks Del Valle and Harvest from her bathroom window and Del <br />Valle and Ridgeview from her living room window. She is trying to open the eyes of the City. <br /> <br /> Ms. Ayala said the map showed her house as being one house from the comer and could <br />her children not walk to the comer and cross where there is perfect sight. <br /> <br />Pleasanton City Council 24 08/18/98 <br />Minutes <br /> <br /> <br />
