Mr. Tarver wanted more affordability for the project. The money the City would
provide for subsidies will not purchase as much as it would in the City's assisted living facility.
He asked if there were an alternative way to produce more affordable units. What is your
preference? And is there a better deal for the City?

Mr. Bland said in tens of preference, he was comfortable with what has been worked
out with the City to this point. He did not have a particular preference. There are other
alternatives for the same dollars to benefit a broader spectrum. Marriott wants to be a member
of this community as it has in other communities. Since it has shown good faith in working with
staff and the Commissions, the Council can rely on its showing the same good faith if the City
wants a different preference and wants to modify the conceptual framework. Marriott would
try to accommodate the City's concerns.

Ms. Ayala said the Marriott and City facility will start at about the same price of $2,500
per month. Do you think they will still be the same when both are completed?

Mr. Bland felt that if that is the market rate for comparable facilities, then it will. At
this point, he did not feel the market will support a higher rate. There are many aspects of
assisted living: home health care; remaining with family members, etc. These are seniors who
can only afford so much.

Ms. Ayala said this is a beautiful project.

Ms. Michelotti felt Marriott has worked closely with the Affordable Housing Commission
and it supports the program. Marriott is also paying affordable housing fees.

Ms. Dennis referred to comments from the Affordable Housing Commission and asked
if there were any way to get additional units.

Mr. Bland said Marriott would continue to work with the City to make this work for the
benefit of the most people.

Mr. Bocian indicated staff had looked at more alternatives than are presented at this
meeting. There were three or four models that were analyzed. The one being recommended
met the City's needs the best and will work within the framework of how Marriott operates its
projects. This is a unique and creative way of handling this and it will provide cost of living
relief for some of the people living there.

Dorene Paradiso spoke in favor of this project. She has been working two and a half
years on the City assisted living project. This project will be an asset to the community and will
be needed even more in the future.

Pleasanton City Council 14 07/21/98
Minutes
