Mr. Swift said the design for a deceleration lane is related to the speed of traffic on the <br /> main thoroughfare. <br /> <br /> Ms. Ayala asked if the traffic signal had an effect on slowing traffic to make this turn. <br /> Mr. Swift said it did not. <br /> <br /> Ms. Michelotti pointed out that there is an entrance on Old Santa Rita Road and that <br />provides people another option to enter the facility. <br /> <br /> Mr. Swift clarified that is only for right turns into the project. There is no median break <br />to allow left turns. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Seth Bland, 4086 Old Stanley Boulevard, representing Marriott Senior Living, introduced <br />other staff members available to answer questions. He was extremely pleased with the staff <br />report and the work of the Affordable Housing Commission and Planning Commission in <br />reviewing the project. He requested Council's support of the Planning Commission <br />recommendations. There were many concerns about the deceleration lane: 1) it was not <br />supported by Marriott's traffic analysis 2) existing mature landscaping would have to be removed <br />to accommodate the deceleration lane; and 3) it would create a confusing circumstance since it <br />would effectively be a deceleration/acceleration lane. He urged Council to delete Condition #8 <br />and to approve the project. <br /> <br /> Ms. Dennis asked how much it would cost for Condition #8. <br /> <br /> Mr. Bland felt cost was not the issue. The greater concerns were aesthetic and the <br />confusion that would be created. He estimated the cost to be $25,000 to $35,000. <br /> <br /> Ms. Ayala asked for further explanation of the confusing condition. <br /> <br /> Mr. Bland went to the drawing and explained how people would be accelerating as they <br />leave the shopping center just as others are decelerating to enter the project. <br /> <br /> Mr. Pico asked if Marriott Senior Living Services would voluntarily participate with the <br />Civic Arts Commission to add an appropriate piece of art on the property that would be visible <br />from Santa Rita Road. <br /> <br /> Mr. Bland said in concept it would agree. <br /> <br />Pleasanton City Council 13 07/21/98 <br />Minutes <br /> <br /> <br />
