Mayor Tarver declared the public hearing open.

Mr. Esperson submitted colored renderings which incorporated the conditions suggested
by staff. He believed all the issues had been addressed.

Ms. Michelotti asked if he had looked at different materials for the fencing that would
help mitigate the sound?

Mr. Esperson said the fence is identical to other fences used in other projects throughout
the City for sound mitigation.

Ms. Ayala asked if the fence height had been increased?

Mr. Esperson said the original fence was six feet and the new proposed fence is eight feet
in height.

Ms. Ayala had a concern with what the fence was going to look like from First Street.

Mr. Esperson said the pad for the home is about 30 inches higher than the top of the
pavement. This might exaggerate the fence, so maybe a compromise of seven feet would be
better.

Ms. Ayala asked if fast growing bushes and plants would be planted to help hide the
fence. She had a concern with the view from First Street. She felt one foot difference in height
would not affect the noise mitigation and she wanted the fence covered with vegetation as
quickly as possible.

Ms. Michelotti asked if the fence was located on the pad.

Mrs. Esperson indicated on a map where the extended side fence would start (at the end
of the house) and where the white picket fence would start along the front of the house.

Ms. Michelotti asked how many inches the pad is elevated from the street level to where
the fence starts.

Mr. Esperson said approximately 30 inches.

Ms. Michelotti understood there was going to be a raised berm with a fence on top.

Mr. Esperson explained there will be planting in front of the fence to mitigate the flat
appearance of the fence boards.

Pleasanton City Council 7 07/07/98
Minutes
