Ms. Dennis asked if it was staff's position that there be no parking provided on the site <br /> and that all the parking would be taken care through an in-lieu fee agreement. <br /> <br /> Mr. Swift said staff originally tried to work with Mr. Churka to maximize the intensity <br />of development on site, which would have been a two-story building covering the entire site, <br />with very little or no on-site parking based on the principles and policies stated in the Downtown <br />Specific Plan. Mr. Churka on the other hand felt that he needed on-site parking for his <br />particular business. The project was approved by Council with on-site parking. <br /> <br /> Mayor Tarver asked if the Planning Commission initiated any change to the in-lieu fee <br />parking policy regarding the downtown area. <br /> <br /> Mr. Swift said the Planning Commission felt there should be parking available first. <br /> <br /> Mayor Tarver asked if there was information available regarding the Pleasanton <br />Downtown Association or the formation of a group to study the parking situation downtown. <br /> <br /> Mr. Swift said no. <br /> <br /> Ms. Ayala asked if there were certain sites in the downtown area available for parking <br />lots using the in-lieu fees. <br /> <br /> Mr. Swift said there are certain sites that could be purchased for constructing downtown <br />parking lots. The Downtown Revitalization Plan includes a proposed conceptual off-street <br />parking plan and the Downtown Specific Plan includes a conceptual community parking lot plan. <br /> <br /> Ms. Ayala wanted to know if any of the in-lieu fees would be lost if the construction of <br />a parking structure was delayed. <br /> <br /> Mr. Swift said the only way to lose fees is if a parking lot is not built within the benefit <br />area. The fees from this particular project would not be collected until a parking lot is <br />constructed. <br /> <br /> Ms. Ayala asked if that was the standard way of collecting in-lieu fees. <br /> <br /> Mr. Swift said that is the most recent way the City has structured the agreements. Before <br />the City would estimate and collect a fee. The City does have funds that it has collected over <br />a period of time to be used in certain parts of the downtown area. The most recent versions of <br />the in-lieu fee agreement have deferred the fees until such time as a parking lot is constructed. <br />The cost is calculated by the number of spaces. <br /> <br /> Ms. Ayala asked if the owners of the buildings are able to transfer the fee to have the <br />renters/tenants pay the fee. <br /> <br />Pleasanton City Council 13 07/07/98 <br />Minutes <br /> <br /> <br />
