Housing Issues <br /> <br />Consistency with the City's Growth Management policies. <br /> <br />Consistency with the City's housing policies regarding density, <br />mix, type, tenure, and affordability. <br /> <br />Phasing of residential development according to availability of <br />infrastructure capacity and public services, the financing of <br />public improvements, and the City's Growth Management Program. <br /> <br />Public Facility Issues <br /> <br />Adequacy of City sewer, water, and storm drainage facilities and <br />capacity. <br /> <br />Alternative storm drainage methods (e.g. open channels or pipes) <br />for handling drainage, especially in the vicinity of the existing <br />City corporation yard. <br /> <br />Alternative flood control improvements adequate to accommodate <br />projected runoff within the Arroyo de la Laguna and under the <br />Bernal Avenue bridge including channelization of one side of the <br />Arroyo, and construction of a bypass channel. <br /> <br />Public Safety Issues <br /> <br />Sufficient design and mitigations to ensure adequate police and <br />fire service to the area including provisions to maintain <br />existing standards for hazard prevention, access, response times, <br />etc. <br /> <br />Sufficient design standards to protect future development on the <br />site from geologic and flood hazards. <br /> <br />Investigation and mitigation of hazardous materials remaining on <br />the former sludge disposal site, east of 1-680, and from <br />chemicals used during agricultural operations, throughout the <br />site. <br /> <br />Open Space and Conservation Issues <br /> <br />Protection of the wildlife habitat within the Arroyo de la <br />Laguna. <br /> <br />Provision of a golf course or other recreational amenity between <br />1-680 and Foothill Road, as indicated on the General Plan map. <br /> <br />Adequate open space, landscaping, recreational amenities, and <br />setbacks to protect the health and safety of residents within and <br />adjacent to the project. <br /> <br />Adequate investigation (subsurface and surface), design and <br />mitigations to protect significant archaeological resources on or <br />near the site. <br /> <br /> <br />
