Phasing of residential development according to availability of infrastructure capacity and public services, the financing of public improvements, and the City's Growth Management Program. Public Facility Issues Adequacy of City sewer, water, and storm drainage facilities and capacity. Alternative storm drainage methods (e.g. open channels or pipes) for handling drainage, especially in the vicinity of the existing City corporation yard. Alternative flood control improvements adequate to accommodate projected runoff within the Arroyo de la Laguna and under the Bernal Avenue bridge including channelization of one side of the Arroyo, and construction of a bypass channel. Public Safety Issues Sufficient design and mitigations to ensure adequate police and fire service to the area including provisions to maintain existing standards for hazard prevention, access, response times, etc. Sufficient design standards to protect future development on the site from geologic and flood hazards. Investigation and mitigation of hazardous materials remaining on the former sludge disposal site, east of 1-680, and from chemicals used during agricultural operations, throughout the site. Open Space and Conservation Issues Protection of the wildlife habitat within the Arroyo de la Laguna. Provision of a golf course or other recreational amenity between 1-680 and Foothill Road, as indicated on the General Plan map. Adequate open space, landscaping, recreational amenities, and setbacks to protect the health and safety of residents within and adjacent to the project. Adequate investigation (subsurface and surface), design and mitigations to protect significant archaeological resources on or near the site.
