EXHIBIT <br /> <br />SAN FRANCISCO SPECIFIC PLAN ISSUES AFFECTING THE CITY OF <br />PLEASANTON <br /> <br />Land Use Issues <br /> <br />Compatibility of the proposed project with the policies and land <br />uses contained in the General Plan. <br /> <br />Type and mix of proposed land uses and compatibility with other <br />areas of Pleasanton. <br /> <br />Adherence to adopted standards for traffic, noise, air quality, <br />parks, public facilities, etc. <br /> <br />Sufficiently detailed design guidelines to ensure quality <br />development by future owners. <br /> <br />Sufficient community facilities to support the mix of land uses <br />on the site as well as contributing to community-wide needs. <br />These may include a community park with space for sports fields, <br />a swimming pool, and buildings to house a gymnasium, classes and <br />other recreation activities with adequate parking to support <br />these uses; one or more neighborhood parks; land for an <br />elementary school, a middle school; a golf course, a fire <br />station; a commercial center; and open space. <br /> <br />Coordination of land uses and public improvements with the TMI <br />Specific Plan and other nearby projects. <br /> <br />Assessment of the effects of any commercial development on <br />Downtown businesses. <br /> <br />Circulation Issues <br /> <br />Projected traffic volumes and safety issues affecting the design <br />and location of the 1-680/Bernal Avenue interchange. <br /> <br />Improvement of Bernal Avenue, Foothill Road, Valley Avenue, Sunol <br />Boulevard, Case Boulevard, and internal streets according to City <br />standards. <br /> <br />Construction of the Valley Avenue Extension from Bernal Avenue to <br />Sunol Boulevard including improvement of the Bernal and Sunol <br />intersections, dedication of necessary rights-of-way, and <br />crossing of the UP railroad tracks. <br /> <br />Adequate circulation among the three major parcels bisected by <br />1-680 and the Union Pacific Railroad tracks (see attached map). <br /> <br />The effect of short- and long-term development of the project on <br />nearby roadway volumes and intersection levels of service. <br /> <br /> <br />
